I am responsible for the day-to-day management of the City's approximately $9 billion debt portfolio, including General Obligation debt and bonds issued on behalf of the Philadelphia Gas Works, Philadelphia Department of Aviation, and Philadelphia Water Department. I work closely with the City Treasurer to oversee the execution of capital markets transactions.I am also part of the CTO Investment Committee, which is responsible for the City's short-term investment portfolio of up to $7 billion. The Investment Committee sets the City's Investment Policy, selects Investment Managers and provides oversight on the investment of funds.

I am responsible for making debt service payments for the City of Philadelphia and its enterprise funds, managing a budget of approximately $700 million annually. In addition, I manage the Commercial Paper program for the Philadelphia Gas Works, Philadelphia International Airport, and Philadelphia Water Department. I also maintain the City's debt database and serve as the primary liaison with the City's arbitrage rebate consultants.

I worked on municipal bond issuance through the Michigan Finance Authority on behalf of municipalities, schools, hospitals, and private colleges. In this position, as well as my prior position as a Financial Analyst, I participated in over $15 billion of bond and note issuance, including the Unemployment Obligation Assessment Revenue Bonds, which won 2012 Bond Buyer Deal of the Year. My particular focus was on the State Revolving Fund, which issues loans for wastewater and sewer projects to municipalities throughout Michigan. This includes both bond issuance and coordinating the loan process for borrowers.Across all borrowing programs, I have analyzed the financial information of both current and potential borrowers, including cash flows, balance sheets, and prospective debt service tables. I have presented the results of this analysis to the Treasury Executive Office and the Michigan Finance Authority Board, both orally and in writing.I was responsible for maintaining the MFA's continuing disclosure compliance through the Municipal Securities Rulemaking Board's EMMA platform. In addition, I have drafted, distributed, and reviewed Requests for Proposals for underwriters, financial advisors, and bond counsel.
