Matthew is a highly experienced reviewer / troubleshooter of programmes, often working for UK government departments (eg MoD, MoJ, HO, BIS, NAO) and for international organisations including the United Nations. He is a specialist reviewer for the HMT/CO Major Projects Review Group (MPRG). Matthew recently led a wide-ranging four month review into the Value for Money aspects of DFID's use of contractors, reporting directly to Select Committee. An early career in civil engineering created a lifelong interest in delivery of complex programmes and change management. Matthew has a special interest in contract innovation and is a member of the Board governing the development of the New Engineering Contract (NEC3). Matthew was programme director for this £200 million complex business transformation programme.Physically, the programme involved the construction and fit out of a new 200,000 square foot state of the art Broadcast Centre. Compete with a Media Object Management system, the outcome was that the BBC was able to go "tapeless" in one jump, while upgrading all other broadcast and media management systems into one compatible, integrated solution.As a business transformation it involved the creation of a new business unit, at the time called BBC Broadcast. The programme involved the definition of new processes, new ways of working, new organisation structures, new governance arrangements and new commercial models. Subsequently, BBC Broadcast re-branded to become Redbee Media, successfully acquired by MacQuarrie Bank.
