Under the general direction of the City Manager, plan, organize, control and direct the Citywide comprehensive human resources, safety and wellness functions and programs including recruitment and selection, benefits, employee relations, and development, training, wage and salary administration, human resource legal compliance, organizational development and strategic planning. Member of the labor negotiations team, to include mediation and interest arbitration preparation with the police guild.

Under the general direction of the District Administrator, planned, developed, organized, and managed all human resources activities, including recruitment and selection, compensation and benefits, training, workers’ compensation, and labor relations. Developed and revised District policies and procedures; finalized and negotiated a complete overhaul of the District Personnel Manual. Managed compensation and the job classification system; conducted comprehensive agency wide salary surveys; developed and maintained job classifications and conduct reclassification studies. Served as a member of the collective bargaining team, Labor Management Conference Committee, Public Health Accreditation Board (PHAB) team, and the Strategic Planning Committee.

Reporting to the Human Resources Director, participated as a member of the negotiations team to settle the initial collective bargaining agreement with the newly formed police guild. Performed a wide variety of generalist activities including job analysis and reclassification studies, recruitment and selection, and civil service testing. Conducted salary and benefit surveys, preparing complex reports with recommendations, worksheets, charts and graphs for presentation to management and the City Council. Was responsible for personnel policies and procedures manual, performing research, drafting new policies, updating policies and coordinating a comprehensive review process.

Reporting to the Human Resources Director, managed recruitment and selection of all regular-status positions. Served as Chief Examiner for the Civil Service Commission for police and fire positions. Provided guidance to directors, managers and supervisors regarding personnel issues. Participated as a member of the collective bargaining team for police negotiations. Conducted salary and benefit surveys; maintained job classifications, including reclassifications. Was responsible for FMLA and leave-related issues; managed workers’ compensation claims.
