• Led 12 international and national specialized staff• Participated as an expert to the works for the first Rwanda Criminal Justice Policy and to stakeholders’ platforms, leveraging contributions of international donors to the Justice Sector• Coordinated ICRC support to national authorities for the preparedness and response for Ebola and COVID-19 in places of detention• Showcased internationally the success of biogas in Rwanda and gathered support for further projects. Anaerobic digestors empower detainees with technical training (workforce equity and rehabilitation), produce sustainable biogas for cooking, reduce carbon emissions (from avoided logging) and health impacts (from smoke and untreated waste water).• Co-led global consultations for LGBTQ+ workforce equity, culminating in the revision of human resources policies

• Managed 7 staff overseeing the ICRC Medical Evacuation Program from South Ossetia to Georgian hospitals, enabling life-saving care for more than 150 patients per year and the Family Links services, allowing families separated by conflicts to re-establish and maintain family links • Supervised work on the ex-Guantanamo detainees resettled in Georgia and their family links and the impact evaluation of ICRC in places of detention in Georgia, initiating the collaboration with the National Preventive Mechanism

Sukhumi, Abkhazia, Georgia

• Represented officially the ICRC and managed operations, supervising 23 staff and 12 international humanitarian forensic experts• Led a communication strategy deepening the collaboration from stakeholders and citizens, with hundreds of new leads for the search of missing persons, and tripled the number of mortal remains identified and returned to families

Grozny, Chechnya, Russian Federation

• Supervised 18 senior staff in 6 departments and 3 sites • Adapted the ICRC Family Visit Program to allow 200 more families per year to visit their relatives in prison • Facilitated negotiations for the passage of a humanitarian convoy to Eastern Ukraine and lead the escorting party • Visited captured Ukrainian soldiers treated in Russian hospitals and facilitated their transfer home• Supervised the Economic Security assessment of Ukrainians displaced in the Northern Caucasus and the ICRC-financed Assistance program, carried out together with the Russian Red Cross• Mapped the correctional stakeholders and NGOs working in Detention in Russia• Promoted ICRC Missing persons’ family accompaniment framework across the Northern Caucasus • Participated to the global ICRC Stress Working Group and the drafting of the ICRC Stress Policy

Kaga Bandoro, Central African Republic

• Surveyed sites across 4 provinces, coordinating Water/Habitat and Economic Security interventions• Led dialogue based on International Humanitarian Law with national authorities, and followed up the fate of detainees transferred to the capital to prevent extra-judicial killings• Coordinated with the Central African Republic Red Cross Society for mass fatalities planning• Followed up family reunifications, including of minors recruited by armed forces

Bishkek, Kyrgyzstan

• Coordinated monitoring visits to places of detention, following up on conditions and treatment of detainees• Improved detention conditions for Life Sentenced detainees, previously affected by higher morbidity, with provisions introduced for communal detention and involvement in the management strategy of the new high security prison and the specialized tuberculosis correctional center• Drafted a comprehensive internal report on Life Sentenced detainees, used as reference for further action• Brought the ICRC monitoring expertise to the prison reform project, liaising with authorities, practitioners, local organizations, the EU and UNODC.
