Advising the President & CEO (Dr Tom Frieden) and the Prevent Epidemics team at Resolve to Save Lives (RTSL), and partnering with governments in LMICs to implement evidence-based policies and interventions to find, stop, and prevent epidemics.Efforts have included:  Working with epidemic-prone member states to level the playing field in IHR amendments and Pandemic Treaty negotiations (support to member states with textual analysis, negotiation strategies and tactics, engagement in Geneva).  Partnering with member states and civil society advocates to secure World Health Assembly resolution WHA74/A74_R14 on "Protecting, safeguarding and investing in the health and care workforce". Partnering with the Global Health Advocacy Incubator (GHAI) to build capacity of CSOs to advocate for and successfully secure and sustain domestic investments in epidemic preparedness in Ghana, Kenya, Nigeria, Senegal, Uganda, Zambia. Establishing and accompanying a multisectoral acceleration team of Congolese professionals anchored within the Minister of Health of the Democratic Republic of Congo (DRC) to build capacity and strengthen epidemic preparedness. Accelerated the implementation of the NAPHS, and in particular priority activities financed by the World Banks's REDISSE project, achieving the highest level of disbursement amongst REDISSE IV countries. Together with PATH DRC, set up a rapid response fund at the onset of COVID to allow the government to take immediate steps to control outbreaks.

Selected engagements have included: STRATEGY & GOVERNANCE Developed the 2024-29 strategy of the International Severe Acute Respiratory and Emerging Infection Consortium (ISARIC), transforming its governance and operating model to center LMIC R&D networks and strengthen ownership by LMIC researchers.  Designed organizational models to underpin the expansion of MSF Geneva in SE Asia and the Pacific.  Led a multi-months participatory conversation for the "MSF We Want to Be" process, resulting in adopted recommendations to optimize decision-making.  Reviewed the implementation of the Surgical Safety Checklist 10 years after its development by Dr. Gawande and WHO adoption. Identified barriers to uptake in LMICs and provided related recommendations to Lifebox / Ariadne Labs.HUMANITARIAN ANALYSIS & REVIEWS Analyzed MSF’s presence in SE Asia and the Pacific to surface needs at the intersection of health, climate, and environmental degradation.  Assessed the context in Lebanon, included vulnerability trends and healthcare access barriers to inform MSF's footprint and approach. Conducted a rapid assessment for Haiti-based Fondation FOKAL to guide its response to the 2021 earthquake. Analyzed the natural disaster response ecosystem and reviewed AJWS’s disaster and epidemic response strategy.  Participated in peer reviews to refine MSF's positioning and approaches to negotiations with the DPRK.CRISIS AND CRIMINALIZATION OF AID Reviewed MSF's crisis response to a multi-staff critical incident in Syria and provided recommendations to enhance crisis management practices. Led the "Criminalization of Health Care" study commissioned by the UN Special Rapporteur on Health, examining the chilling effect of domestic counter-terror and criminal laws to prosecute medical professionals. Designed and led an MSF-wide mobilization strategy to address attacks on health care in conflicts and enhance the protection of the medical mission. #NotATarget.

Built and animated a hybrid selection committee composed of a dozen of MSF leaders and external luminaries in the areas of impact investment, efficiency gains, technology, medical R&D, operations, HR Learning & development, and climate change. As a committee, reviewed, recommended for funding and accompanied 100 large scale projects and smaller incubators with the view to scale and transform how humanitarians address the needs of vulnerable populations around the world.

Greater New York City Area

 Redesigned and led OSF’s largest thematic program ($50M; 55 staff). Shaped and oversaw the implementation of the Foundations’ strategy to advance health and human rights in Europe, the former Soviet Union, Africa, Asia and Latin America. Diversified and strengthened its advisory board. Bolstered the Soros Economic Development Fund (SEDF) investments in health projects (e.g., India; HCV).  Advised the President and the Chairman on responses to humanitarian crises (inc. conflict in Syria, Ebola in West Africa, DPRK).  Co-chaired OSF’s Reserve Funds Policy Committee ($122M in 2015); led OSF-wide strategy, budget and performance reform task team.

Greater New York City Area

 Oversaw capacity building actvities and grant portfolios on Access to Medicines, Health Media, Roma Health, Mental Health, Palliative Care, Community & Budget Monitoring, Social Accountability. Revamped the program’s administrative, budget-related and financial processes. Developed strategic partnerships with 15 OSF Foundations (Africa, fSU) and grew programs in Myanmar and Haiti.  Advised the President and Chairman on responses to humanitarian crises (inc. Haiti earthquake, Ivory Coast civil unrest, Pakistan floods, DPRK.)

Geneva Area, Switzerland

 Strengthened the coordination between the 19 MSF sections (26,000 staff; 70 countries; €650M in 2008 up from €400M in 2005). Promoted coherent goals and strategies, ensuring their implementation across the movement. Chaired the General Directors’ platform (MSF highest executive decision-making body).  Managed the MSF international office. Developed key public positions (e.g. Tsunami-related fundraising; relation to the aid system) and represented MSF in multilateral platforms. Implemented coordination mechanisms during major emergencies (e.g., Bam earthquake; Tsunami; Lebanon).  Together with the International President, completed a review and redesign of MSF’s governance structure, roles & responsibilities aimed at guiding MSF for the following decade.
