Robert was instrumental in the successful completion of projects involving local, state and federal agencies. These projects include the Florida Governor’s Sterling Award, the formation of the Northwest Intelligence Group and scrap metals legislative reform in Florida.Robert has been an active firearms collector and researcher for over 30 years and is an active firearms instructor and armorer. He has also had works published in The Rampant Colt magazine and The Gun Report. Robert earned his B.A. from Davidson College, an M.S. form the University of Central Florida and is a graduate of the Southern Police Institute, 111th AOC.

Oversaw development of scrap metals initiative by developing partnerships with local and regional scrap metals dealers to target illicit trafficking in stolen metals, developed and supervised detective position to coordinate the initiative. Successfully partnered with stake holders in effort to enact effective legislation to regulate scrap metals industry. Construction site thefts and auto thefts reduced significantly and property recovery increased. Partnered with Levy and Citrus Counties to for a joint property crimes and scrap metals intelligence sharing group. Member of Florida Governor's Sterling Award committee. Developed and presented materials to the Governor’s Sterling Award examiners in Customer Service and Performance Results categories. In May 2008, the Marion County Sheriff’s Office was the awarded the Florida Governor’s Sterling Award and is the first law enforcement agency to receive the award. Used Florida Sterling customer service concept to deliver premier service to the community. Employed strategic planning to develop goals and objectives as well as measure how successfully the mission was accomplished.
