Climate Adaptation and Resilience for South Asia (CARE) Project by the World Bank (Project ID: P171054)Some key responsibilities:• Conduct a desk review to map stakeholders in food and agriculture sector, assess existingDSSs/portals (especially Bangladesh Agrometeorology Portal-BAMIS), and identify gaps/requirements.• Design a user needs assessment approach and methodology and develop the assessment materials such as survey, interview and focus group discussion (FGD) questionnaires.• Lead the user needs assessments for agriculture sector including, but not limited to, surveys, consultation meetings, interviews, FGDs and/or decision-simulation workshops to identify the sector’s weather/climate information needs and requirements, decision-making contexts, data availability and accessibility and technical capacity among others.• In consultation and with consent of the Project Director of Agro-Meteorological Information Systems Development Project(AMISDP), review BAMIS data, components, functionalities, accessibility and use.• Summarize and report on the outcomes of the assessment.•Giving overview presentations on the outcomes to the World Bank team.Decision Support System(DSS) Enhancement:• Initiate discussions and generate support for BAMIS enhancement from the ministry/agency(i.e., MOA, DAE, etc) as well as from the Project Director of AMISDP who is maintaining the system.• Identify specific parameters and agriculture data (sources) to be integrated in BAMIS as wellas decision points and contexts to be supported by the system.• Provide recommendations and technical inputs on improving the design, content and analytics of BAMIS to ensure its application in planning and decision-making in agriculture sector.• Other relevant work for livestock advisory services as assigned by the Climate ApplicationSpecialist or Project Director from RIMES, Thailand.
