Permit To Work Inspector & LOTO InspectorActually I’m confused at the first time because I’m not familiar with this role and what exactly PTW Engineer do at this project. I think PTW Engineer only responsible to issued formal document for worker who will working at site. After a while, I realized that I’m totally wrong. PTW Engineer also has responsible to ensure location or equipment for handover between Construction Phase to Commisioning Phase to be safe. For fulfill these purpose , PTW Engineer shall be perform Terminal Isolation Point with Lock , Green Tag, Yellow Tag, Red Tag caution sticker after TOP (Turnover Package) Engineer give the information if the equipment / location is ready to handover to Commisioning Phase and TOP Engineer will released NOCC ( Notification Of Change Certificate ). NOCC is the formal document that issued by TOP Engineer if the system / equipment / location is already handover to Commisioning. If the system owners want to energize the equipment, they shall submit document that we can call it ECP (Energization Cleareance Protocol) and NOCC (Notification of Change Certificate) signed by Commisioning Manager to remove / release the Terminal Isolation Point. When the workers submit Permit To Work document, we should know what they will do, activity location, and when they will start the activity. If the location is not safe to start activity, PTW Engineer shall perform Lock Out Tag Out (LOTO) to make sure the system is safe (Close the Valve or Open The Breaker) and of course need to coordinate with commsioning engineer/system owners first.
