Assistant Director of Policy providing policy and programmatic support to community health centers, community clinics, and rural health clinics. Worked closely with health centers to represent their interests before federal and state agencies and Covered California during the implementation of health care reform. Responsible for strengthening the position of community health centers and clinics in managed care through direct advocacy with health care regulatory agencies including the Department of Health Care Services, Department of Managed Health Care, the Health Resources and Services Administration, Centers for Medicare and Medicaid Services, and Covered California. Leads policy and advocacy efforts in issue areas relating to Managed Care, Rural Health, Behavioral Health, and all issues relating to health center payors, including: - Managed care and plan relations; - The 1115 Medicaid waiver; - Behavioral health and Drug Medi-Cal; - The Health Benefit Exchange (Covered California); - Accountable Care Organizations and other value-based purchasing initiatives; - Medicare; - Homeless Issues;- LGBTQ Issues;- Requirements of the FQHC 330 Grant Program; - Bureau of Primary Health Care grants; and- Other Federal regulatory issues.Lead analyst regarding policy and programs related to rural health. Serves as liaison and point of contact for health centers and consortia in rural areas relating to rural-specific issues.Serves as provider/beneficiary representative on the Planning and Benefits Committee of the County Medical Services Program (CMSP) Lead staff for CPCA Rural Committee, Government Programs Committee, Managed Care Task Force, and 1115 Waiver Workgroup. Tracks state legislation and regulations related to managed care, behavioral health care, and rural health.

Lead efforts involving state implementation of the Affordable Care Act, including monitoring of the development of the Health Benefit Exchange (Covered California) and Medicaid expansion.Attend Covered California board meetings, and provide written and verbal feedback to the Covered California board on clinic-specific issues. Participate in stakeholder groups and advocacy efforts focused on the implementation of the Affordable Care Act.Analyze proposals and submit feedback to federal and state policymakers and other partners on all issues related to Affordable Care Act implementation.Provide frequent and timely updates and information to CPCA member organizations, staff and board members.Initiate advocacy strategies, including activating CPCA members and coordinating with other stakeholders.Partner with CPCA Government Affairs staff and the regional clinic consortia to grow and sustain a robust Health Care Ambassadors program.Actively participate in Medi-Cal managed care policy at the state level as it relates to the Affordable Care Act, including working with the CPCA managed care initiative and coordinating with other policy and payment reform issues.Provide guidance to CPCA leadership, members, and staff about managed care policy, the Exchange, and the transforming health care delivery system. Act as staff lead on secondary policy issues, including Accountable Care Organizations, homeless health issues, public housing, and HIPAA and patient privacy. This includes representing CPCA at stakeholder meetings, providing feedback to state and federal policymakers and other groups, tracking issues through participation in stakeholder groups, and providing updates to staff, members, and other stakeholders upon request.

Direct, report, and provide oversight of grants and subcontracts.Assist in the development of new grants, contracts, cooperative agreements and sponsorships. Direct policy related activities required under cooperative agreements and contracts including coalition building, supporting provider networks, and providing analysis and technical assistance to members. Assist with strategic development and implementation of new initiatives and programs, including the 2008 Border Health Initiative, rural graduate medical education strategic planning, and building think-tanks on topics such as value-based purchasing.Consolidate and analyze program evaluation information, perform literature reviews and regulatory analysis, and translate into understandable summary format for dissemination.Continually monitor rural health landscape in order to lead, strategize, and coordinate continuing education programs.Serve as staff lead for the editing and publishing of the peer-reviewed Journal of Rural Health.Serve as staff liaison between the Association and educational program faculty.Supervise and direct all interns and manage NRHA recruitment program.Maintain and populate program services section of Association website.
