Oversee service design and manage the team charged with developing and implementing those services. Technical areas include: civic engagement, literary programming, technology and innovation, health and human services, and neighborhood outreach. Develop agency-wide programming strategies that allow creative neighborhood customization. Manage the agency’s annual federal grant (approx. $1M) from the Institute of Museum of Library Services, including programmatic and budgetary oversight and federal reporting. Together with DC Public Library Foundation leadership, establish priorities for external funding and develop proposals for specific funding opportunities. Led the formation of a new administrative team, managing and guiding direct reports to stand up new initiatives and do their best work. Set the vision for programming and partnership efforts across all 26 DCPL locations. Standardized the programming cycle for neighborhood libraries. Designed and implemented a reporting system to gain a deeper understanding of program efforts and results.Initiated an internal small grants process to support neighborhood initiatives, develop staff project management skills, and increase high quality programming across the District. Supported 105 programs over four years, committing $165,000 to high impact projects ranging from writing seminars to musical performances to after school STEAM activities. Launched major city initiatives, including the Jail Library and Books from Birth, typically on a short timeframe.

Responsible for strategy and program management for the Gates Foundation-funded five-year Global Libraries Ukraine ($26 million) and Global Libraries Romania ($27 million) projects and the two-year Global Libraries Moldova project ($3.1 million). Provided technical support on advocacy, training, and library issues to DC- and field-based staff. Led international study tours with librarians and provided in-country trainings.Directly supervised in-country program directors of all three country programs and worked with them to monitor program implementation, revise program strategy as necessary, and identify opportunities for program expansion.Led proposal teams from the project conception stage through writing and submission, including program design for the Global Libraries Moldova project. Primary responsibility for communicating with the Gates Foundation regarding ongoing projects, including overseeing the formal reporting process.Participated in the Gates Foundation's Training Working Group, with members from more than 10 Global Libraries countries, to share experiences and develop training manuals relevant to implementing library development projects.
