Child Welfare Pre-Service Training Redesign ProjectPublic Knowledge® (PK) is helping North Carolina’s Department of Health and Human Services (DHHS) redesign its pre-service and ongoing training, and the training approach, for new child welfare staff. We created a curriculum aligned with the state’s newly revised practice model, so new workers can practice knowledge, skills, abilities, and behaviors via realistic on-the-job experiences. We developed supervisory resources to equip child welfare supervisors with skills and strategies to support their new staff. New state child welfare workers now demonstrate substantial knowledge gain and improved skills necessary to work with children and families. This will lead to improved safety, permanency, and well-being outcomes. PK will continue to support the installation and implementation of the redesigned training approach. We have also helped NC DHHS to maximize resources and federal reimbursement at the county, regional, and state levels.

Adult Protective Services System Improvement Project, North Carolina Department of Health and Human Services, Division of Social Services The North Carolina Department of Health and Human Services wanted to improve protection for vulnerable adults. We established a leadership team to oversee Adult Protective Services (APS) enhancements, formed and supported a System Improvement Design Team, and provided strategic guidance for the APS Strategic Training Program. We support teams focused on improving practice consistency, stakeholder engagement, community education, statutory compliance, and continuous quality improvement. These efforts are expected to lead to more effective and consistent APS practices, stronger community involvement, and enhanced statutory adherence, ultimately resulting in better protection and services for North Carolina's vulnerable adults.

North Carolina Child Welfare Transformation, Department of Health and Human Services The North Carolina Department of Health and Human Services, Division of Social Services, needed comprehensive child welfare reform to improve outcomes. We provide strategic guidance, including developing and implementing joint state and county governance and teaming structures to lead reform efforts, a cross-program Continuous Quality Improvement model, statewide practice standards, and a new child welfare practice model. PK also provides leadership development and executive coaching to state child welfare leaders to equip them to lead the transformation effectively. As a result, North Carolina will be better positioned to secure federal funding, improve child and family outcomes, and implement key initiatives such as the Family First Prevention Services Act (FFPSA).

The Senior Research Analyst is charged with the data collection, analysis, and dissemination of child health and well-being indicators. Responsible for all data requests and presentations to four Collective Impact Workgroups with state-wide membership from all sectors, including those with lived experience. Responsible for the Office’s strategic planning and consultation for workgroup execution of activities. Co-collaborate with the First Lady of Wisconsin Kathy Evers to develop a social-emotional parental awareness campaign. Activities include planning, attending, and writing results gathered from state-wide listening sessions, developing strategic messaging, and distributing educational materials to targeted audiences. Responsible for researching and writing monthly fact sheets related to children’s mental health.
