To be a lead in respect of the Youth Service in the development of joint commissioning within the Children and Young People's Service in partnership with the Primary Care Trust and other key partners.To take lead responsibility for collating, analysing and disseminating policy and practice information on service needs and the health improvement and social care agenda.Main Duties Included: To take a lead role in the strategic planning and commissioning of services for vulnerable children and young people.To facilitate the full involvement of service users and carers at all stages in the development and implementation of commissioning plans.To identify external sources of funding relevant to commissioning plans and to take an active role in the preparation of funding applications in collaboration with key partners in particular the NHS, voluntary sector and independent sector.Outstanding Development Areas:Developing and commissioning a peer-led support project for young people at risk of being in a gang that was positively evaluated and identified as an example of good practice. To be the link officer and facilitate the interface between the Strategic Commissioning function and the operational functions. To lead on the development of service specifications for the commissioning of services in designated areas and the related statutory plans required in partnership with stakeholders both internal and external.Main Duties Included:To map care markets and use information on demand and supply to inform purchasing and market development to support the commissioning cycle.To oversee the monitoring and evaluation of projects commissioned to meet the needs of the Children and Young People's Plan.To develop and apply models of evaluation and research into the effectiveness of commissioned services, and of in-house services to inform service developments.Outstanding Development Areas:Undertaking an evaluation of a project that supported sexually exploited young people that resulted in the project being re-commissioned.Organising and participating in tender evaluation panels for major projects such as the provision of services within Children's Centres.

To provide technical public health support to other members of the team and have a major input into work on the development of health inequalities policies that affect children and young people, and to support the equitable delivery of NHS and other services to people in Barking and Dagenham.Main Duties Included:To collate general health information from a wide range of sources; to analyse and interpret it for a range of audiences including multi-agency planning and commissioning groups; local strategic partnership boards; NSF local implementation teams; Local Education Authorities; PCT services; other NHS services; other local statutory services; local community and voluntary sector agencies.To commission high quality services and programmes in collaboration with key stakeholders.To co-ordinate the management of health information regarding children and young people to support the work of the directorate on inequalities in health, in particular the development and implementation of strategy to meet national and local health inequalities performance targets, working closely with local partners, especially the London Borough of Barking and Dagenham Education and Social Services Directorates. To contribute towards the annual report of the Director of Public Health and other plans to address health inequalities, in collaboration with other NHS organisations, the London Borough of Barking and Dagenham, the voluntary sector and other partners.Outstanding Development Areas:Working collaboratively with the Teenage Pregnancy Co-ordinator to devise a communications strategy and quality assurance standards that are nationally and internationally recognised.Developing new systems to track and monitor infants identified through the new-born blood spot monitoring programme.Undertaking a piece of research that involved service users that will shape the development of local policy within schools.

To strategically manage and co-ordinate Barking and Havering's Healthy Schools Scheme.Main Duties Included:Developing and implementing a marketing strategy for the initiative, which included liasing with the press and public relations on publicity, media and promotional events.Liasing with a number of local agencies to ensure that multi-agency support was available for schools.Preparing the scheme for the National Accreditation process.Managing and supervising a team of staff with responsibility for delivering the National Healthy School Standard themes.Preparing and presenting funding proposals to statutory and charity agencies.Strategically managing and monitoring budget expenditure.Verbally and orally reporting on progress in the form of written reports, newsletters, presentations etc. Representing the initiative's interests at a number of multi-agency strategic forums.Organising and planning and delivering conferences, presentations and training.Outstanding Development Areas:Introducing a greater variety of sports and physical activity into the curriculum to support healthier lifestyles and inclusion.Providing after-school provision of sports and activities to children and their families.Liasing with professional sports clubs to raise the profile of sports education in schools
