Research and respond to appeal requests from consumers regarding, but not limited to, eligibility and enrollment decisions, Open Enrollment and Special Enrollment Periods (SEP). Interface with other sections and units within the Exchange to give and request information pertinent to the issues being researched. Create a Statement of Position (SOP) document that includes research data and a conclusion that complies with regulations. Send the SOP to the appellant and the Department of Social Services (for use by the Judge) via secure methods. Represent the exchange at administrative hearings. Document all research and consumer interactions, both verbal and in writing, in a Customer Relationship Manager (CRM) application. Update the application in CalHEERS and enter case notes. Follow thru with the appellant and the qualified health plan to ensure the ruling has been fully implemented. Develop recommendations for management on informal resolutions to appeal inquiries. Prepare reports and make decisions based on analysis of data.
