Responsible for leading policy, research, and monitoring and evaluation functions of PSPA.

Led Punjab Human Capital Investment Project. The project costs 330 million USD and covers the 11 poorest districts of the Punjab to provide conditional cash transfer for health services uptake, productive asset transfer for economic inclusion and supply-side interventions for improving early childhood education. During my brief tenure I:• improved the payment mechanism for the CCT component • expedited the processing of payments to the implementation partner• revised PC-1 to incorporate learning from the implementation of the project• improved the communication strategy and implementation plan • streamlined the MIS for better data flow and improved dashboard reporting • expedited the contract renewals and hiring of human resource

Was responsible for designing and reforming PSPA's social protection programmes. Helped design Ehsaas Rashan Riayat Program (targeted food subsidy).Launched Humqadam Programme for persons with disabilities (PWDs) on 3rd December 2021-the International Day for PWDs.Provided technical input into the design of ERP for social protection system delivery in Punjab

• Expanded role with the additional responsibility of leading the policy team of PSPA. • Contributed to the M&E framework of social protection in the Punjab and evaluation designs of social protection programs.• Drafted Pakistan's first Transgender Persons Welfare Policy (accepted by the Supreme Court of Pakistan). Provided input in the Punjab Empowerment of Persons with Disabilities Bill.

• Punjab Social Protection Authority is an umbrella body for coordination and analysis of all social protection initiatives in the Punjab. • Provided reviews of various national and provincial social policies including National Social Protection Policy Framework in order to improve these policies. • Prepared concept notes for development of new social protection initiatives.• Provided data analysis and international practices for development of new policy options.

• As Survey Lead for the Education Finance Project, I contributed in design, implementation, and monitoring of schools surveys in the Punjab. I also managed the data collection firm and helped in data cleaning of the survey data under Education Finance Project (a Randomized Control Trial) with Principal Investigators from Harvard University, Pomona College and the World Bank. • Managing a team of 24 field researchers, conducted a survey of around 4000 schools in Gujranwala and Sialkot. • I also oversaw day-to-day administration of the project, coordinated amongst different components of the project and provided logistic, administrative and technical support to my team.

Raabta Consultants provided consultancy services for, inter alia, monitoring and evaluation. • Played a lead role in designing M&E frameworks, making survey questionnaires, planning survey field work, hiring and training survey staff, data analysis, and report writing. • Two program evaluations that I conducted for USAID were: evaluation of a vocational skills training program and a media development program (in which propensity score matching was used to estimate the treatment effects).

• Established M&E Department at Dairy Project and developed it from a one-person unit at the head office to a 14-person fully functional unit based in 4 different districts. • Developed Performance Monitoring Plan (PMP) of the Dairy Project in consultation with MSI.• Designed various instruments for capturing process information as well as results data• Designed baseline and end-line surveys and supervised implementation of these surveys through a third-party• Led the development of the project’s web-based database• Hired, supervised and trained M&E staff• Prepared progress reports and Performance Indicator Reference Sheets (PIRS) for USAID• Ensured compliance with monitoring protocols• Contributed to the project’s planning and implementation, including a proposal for the investment re-focus of the project through an elaborate district selection criteria which led to the shifting of the project from Central Punjab to Southern Punjab.

At SPRSM, I worked on monitoring Punjab's progress towards MDGs; capacity building of government departments in Statistics, Gender Responsive Budgeting, and expenditure tracking through SAP R/3; writing policy briefs on development issues, questionnaire development of Multiple Indicator Cluster Survey, review of and improvement in research studies conducted through consultants, and coordination with various departments like Accountant General of Pakistan Revenues, Accountant General Punjab, Finance Department, etc.From November 2010 to May 2011, as acting Project Manager of the Project, I was also responsible for work planning, recruitment of staff, reporting on progress of the project and day to day administration of the project.

My duty was to manage the integrated social policy and macroeconometric model of Pakistan. I also worked on Third Party Validation (TPV) of World Bank assisted Teacher Recruitment Initiative of Government of Sindh. I designed questionnaires, collected and analyzed data and wrote the TPV report.

* Worked for Support to Good Governance in Pakistan Project. * Prepared various analytical reports on different aspects of fiscal decentralization such as intergovernmental transfers, expenditure assignment, local government expenditures and performance of local governments.

• I worked on two different projects: Sindh Devolved Social Services Program and Decentralization Support Program. My job was to analyze fiscal decentralization policies in Sindh, suggest improvements in the intergovernmental transfer system, expenditure tracking at the local government level, analysis of budgetary data and monitoring of utilization of funds. • I played a key role in the formulation of the first mid-term Provincial Finance Commission (PFC) Award in 2007. Reforming the intergovernmental transfers system under Sindh Devolved Social Services Program by making it relevant to deprivations in the target sector is another achievement during this job. • I also provided technical input in other matters such as mid-term review of Sindh Devolved Social Services Program, capacity building of PFC and Finance Department, survey on potential of Agricultural Income Tax, monitoring of local governments and design of Database Management Information System of PFC.• I also contributed in the Government of Sindh’s Position Paper on Federal Government’s Medium Term Development Framework (2005-10) and Position Paper on NFC Award.

I was associated with the research projects “Provincial Resource Mobilization in Sindh” and "Intergovernmental Transfers in Pakistan".The tasks which I performed included literature review, panel data analysis using Eviews, and report writing.
