Michael Chapin leads the company's overall business development working directly with municipal clients creating energy solutions with strategic partners. Since forming the company in 2013, Connor Energy has assisted local governments in developing energy efficiency improvements and distributed renewable energy projects that generate significant energy savings.

Michael Chapin started the California PACE program (Property Assessed Clean Energy) as a financing mechanism for property owners to access capital for energy efficient, and renewable energy projects on private property. After securing private seed capital, Chapin launched the PACE program with California's first $95M Pace multi-jurisdictional bond issuance in 2011. Chapin secured several joint powers authorities to participate in the program including the California Enterprise Development Authority (CEDA) which expanded the program to over 60 California Agencies (now over 150 Agencies participating).

Mr. Chapin directed the company's focus of working with California public agencies in Redevelopment and Tax increment financing and Special Assessment District formation. Chapin was primarily involved in leading the PFSE team to work directly with California cities, and redevelopment agencies to manage new housing and commercial developments.Public Finance Solutions and Engineering employees voted on changing the name, and the company was dissolved and Figtree Company was formed.

Mr. Chapin was a principal with Urban Link Development responsible for the development of affordable housing. Mr. Chapin's responsibilities included land development and site acquisition, securing local jurisdiction approvals, including: permits, density bonuses, and property variances. As a principal, Chapin acquired properties including blighted mobile home parks to develop affordable housing with the use of manufactured housing construction.

Michael Chapin was a senior consultant responsible for municipal debt administration, and formation of special tax districts for California local governments. The municipal debt administration included annual special tax calculation and tax levy preparations, delinquency management, and municipal securities disclosures. Chapin formed various special tax and assessment districts including Community Facilities Districts (Mello-Roos), Landscape Maintenance Districts, and Special Assessment (1913-15 Act) Districts.

Mr. Chapin was responsible for the municipal debt administration for over 25 California local government agencies. Chapin's responsibilities including financial analysis, annual tax roll assessment billing, municipal continuing disclosures, and general client assessment district administration services.
