About Michael Arnold

Michael Arnold is a senior executive with an extensive background in public sector strategic change management, human resources reform, and talent management. He most recently served as the Deputy Director of the US Army Talent Management Task Force where he led an organization focused on designing a new methodology for managing the US Army’s total force of 1.3 million people, becoming a leading voice for Talent Management to position the US Army for success in the next 50 years.His career spans more than 30 years of uniformed service, private sector executive leadership, and public sector senior executive service, with increasing responsibility in high-visibility, high-impact executive level positions to build teams, innovate, and set strategic policies. In the last five years he was responsible to the Secretary of the Army, the Chief of Staff of the Army, the Assistant Secretary of the Army for Manpower and Reserve Affairs (ASA M&RA), the Army Deputy Chief of Staff for Personnel, and the Task Force Director to reform and modernize the Army’s Human Capitol Enterprise.He was instrumental in transitioning legacy processes in the way the Army recruited, developed, employed, and retained its total force. His team piloted, implemented, scaled, and developed an entirely new personnel system that moved beyond a subjective performance and evaluation system toward leveraging more objective-based assessment instruments, data-driven methodologies and a regulated marketplace for assignments and key leadership selection. Mike adeptly implemented these significant cultural changes in a large bureaucracy, transitioning from an industrial-era approach to a modern, data-driven, talent management approach. He completed his tenure by sunsetting the task force and establishing a new permanent organization within the Headquarters, US Army to continue innovations in the personnel reform space for the future. Mike is a retired U.S. Army Colonel with a Master of Arts in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University and a Master of Arts in Strategic Studies from the Army Command and General Staff College School of Advanced Military Studies. He was also a National Security Affairs fellow at the Hoover Institution at Stanford University. He has authored and co-authored various research projects and implemented initiatives focusing on differentiating talent, future workforce planning, succession planning/career pathing, executive coaching strategies, assessment instrument development and implementation, and human resource reform.
