Senior Advisor to the Deputy Commanding General USAR- Fort Eustis, VA Mar 2019 - Present Served in the Army Reserve Training and Doctrine Command providing counsel and assistance to senior leadership and particularly to the Deputy Commanding General on wide range of HR methods, principles, and practices and advised on and/or resolved a wide variety of operational concepts, practices, policies, and procedures. Provided a full range of supervisory, talent management and personnel management support for assigned staff, including planning overall work operations, setting priorities, establishing objectives, and preparing schedules for work completion and performance. Advised and oversaw several military personnel action programs as well as advising on actions including, but not limited to, leave programs, grievance procedures, discipline and adverse reactions, performance management, and employee assistance.  Chief coordinator and advisor on issues pertaining to doctrine, organization, training, material, leadership and education, personnel, and facilities integration. Commended by ranking Major General, “Biere is an exceptional leader who quickly rises above his peers. Senior Advisor, Office of the Secretary of Defense - Washington, DC Mar 2013 - Mar 2016 Designated by the Secretary of Defense to provide expert advice to the Chairman, Reserve Forces Policy Board and served as a board member providing counsel on a wide variety of issues, including force structure and readiness, training, mobilization, family readiness, recruitment, career development, enlisted matters human resource management, pay and benefits affecting 1.2 million Guard and Reserve personnel and their families. Composed and structured two Reserve Forces Policy Board Annual Reports for the President of the United States, Secretary of Defense, and senior members of Congress. Maintained direct contact and relationships with assistant secretaries of military departments, general and flag officers, and other senior military and civilian managers within the Department of Defense (DoD), and with numerous agency and inter-agency councils and boards. Kept abreast of legislative and policy initiatives and changes to make informed recommendations impacting National Guard and Reserve personnel and their families.  Served as a non-voting member of the Office of the Assistant Secretary of Defense Reserve Affairs Senior Enlisted Advisors Council. Senior Leader/Command Sergeant Major, 7th Civil Support Command - Kaiserslautern, Germany Feb 2010 - Mar 2013 Senior advisor providing expert leadership and supervision to the only forward-based U.S. Army Reserve operational headquarters consisting of over 2,000 soldiers, civilians, and their families. Took charge providing guidance and oversight on all aspects of enlisted personnel and soldier matters, including the care, conduct, management, and training of all soldiers organizationally, along with providing guidance on merit system principles, prohibited personnel practices and the development and use of valid selection criteria. Managed safety and occupational health programs, reviewed all elements of wellness programs, and served as principal point of contact for occupational safety issues.  Facilitated improved partner capacity throughout Europe by speaking with senior U.S. and foreign military leadership on the benefits of using a reserve force in respective national military strategic plans.  Worked closely with the Family Programs coordinator to ensure strong family readiness; to support high quality and well attended Yellow Ribbon events; to decrease the isolation of families during activation and mobilization deployment; and to prepare families for the challenges of reintegration.

Fort Knox, Ky

Senior Enlisted Leader of a 425 soldier Apache aviation organization. Concentrated on soldier readiness development and preparing unit for mobilization to Iraq. Served as the Senior Enlisted Leader for the Commander on all aspects of enlisted and soldier matters. Executed, monitored, and enforced established Department of Defense policies and standards throughout the organization. Reviewed training priorities and schedules as established by the higher Command. Responsible for the care, conduct, human resource management and training of all soldiers within the organization. Special emphasis on career management of enlisted soldiers. Coached, trained, and mentored five company First Sergeants and commands junior officers.  Key Accomplishments: Coordinated with Senior Commands to insure proper funds were budgeted and distributed to organization insuring continuous training opportunities for service members. Organized an Enlisted Safety Council after arriving in organization. Incorporated safety in every training event conducted in command. Influenced organization leaders and members to accomplish all assigned missions safely. Aircraft gunnery resulted in zero accidents in a dangerous and challenging training environment that year. Emphasized the importance of family programs with focus on future deployment.  Strategic Engagements: Coordinated with Human Resources Command on assigning personnel to vacant organization positions allowing time to train prior to deployment.

Nato Headquarters Sarajevo

Served as the Senior Enlisted Leader to the 2-Star NATO Commander and Senior U.S. Commander in the Balkans. Senior Non-Commissioned Officer (NCO) in the NCO support channel of 17 NATO national partners. Advised the Commander on policies, regulations, procedures and directives that pertain to all Soldier, Sailor, Marine, Airman, and coalition members. Provided advice and assistance to the Commander and subordinated leaders on service member well-being and quality of life (QoL) matters as they impact the readiness, retention, resilience of NATO partners, and the reintegration of the U.S Army National Guard and Army Reserve members. Monitored counter-terrorism, force protection, and support to International Criminal tribunal for the former Yugoslavia (ICTY) with regard to apprehension and detention of persons indicted for war crimes. Process Improvement: Led a monthly senior panel of over 20 U.S. and coalition Senior Enlisted leaders from 17 NATO countries.  Strategic Engagements: Assisted the Sergeant Major of the Army for Bosnia & Herzegovina (BiH) with the development of a professional NCO Corps. Traveled extensively in BiH, Kosovo, Monte Negro, and Croatia briefing senior leadership and working with Non-Commissioned Officer leaders professionalizing their NCO Corps. Worked closely with senior Bosnian Ministry of Defense, and international agencies to support the mission of the NATO Headquarters. Participated with the Commander in Joint Agency Intelligence updates.

Fort Benning, Ga

Served as the Senior Enlisted Leader to the Company Commander of Alpha Company Continental United States Replacement Center (CRC). Advised the Commander on policies, regulations, procedures and directives that pertain to deployment operations, service member management. Maintained good order and discipline throughout the organization. Responsible for the execution of CRC operations deployment training and medical readiness of between 200-600 individual service members from all components, contractors, Red Cross, and other Federal agencies in support of contingency missions worldwide on a weekly basis. Provided advice and assistance to the Commander and subordinated leaders on unit and deploying members well-being and quality of life matters as they impact readiness. Promoted coordination, cooperation, and mutual understanding of policies as they pertained to the other services and civilians processing through the CRC. Assumed the duties of the Battalion Command Sergeant major on several occasions throughout assignment. Process Improvement: Consistently worked to improve the deployment process at the CRC. Alpha Company regularly led the battalion in customer service based on written feedback from deploying personnel.
