Provided legal advice to the Governor, the Governor’s Office and cabinet secretaries on significant matters, including legislation, litigation, appointments and policy. Developed the Governor’s legislative agenda for the General Assembly and authored numerous pieces of legislation that are now law.Managed all aspects of the appointment process for judicial officers, commissioners and magistrates.Oversaw the State’s litigation priorities in coordination with the Office of the Attorney General, including multiple requests for certiorari to the U.S. Supreme Court, litigation against the federal government, challenges by providers to Medicaid reimbursement, injunctions to prevent school closures, challenges to legislative priorities like universal recycling, and construction litigation.

Represented businesses in complex corporate litigation, with an emphasis on corporate fiduciary litigation arising under the Delaware General Corporation Law, the Securities Exchange Act of 1934, and the Employee Retirement Income Security Act of 1974. I also represented Fortune 500 and NASDAQ 100 clients in patent litigation and multi-state tax litigation.
