Joint Concept Technology Demonstration (JCTD) Program Manager. Responsible for managing and providing oversight for planning, execution and delivery of the Joint Staff J35 South JCTD portfolio. Subject matter expert for all JCTD related matters and represents the Joint Staff J35 South to DUSD (AT&L) and Combatant Commanders (CCDRs)on JS J35 South JCTD issues. Manages the JCTD portfolio including resources, requirements and execution including, but not limited to, managing the JCTD timeliness, funding, personnel, equipment, facilities and travel, milestone completion, Joint Military Utility Assessments and technology development. Prepares and reviews all the required documentation, along with any subordinate or prerequisite documents or artifacts for each JCTD in the portfolio. Ensures that it is all accurate , complete and timely. Responds to all JCTD data calls; prepares and presents point papers, status reports, concurrence briefs and information briefs to Senior Executive Service (SES), Flag and General Officers. Works within the planning , programming and budgeting systems (PPBS) and Joint Capabilities Integration and Development System (JCIDS) processes required to transition a proven capability to a program of record (POR). Managing and providing oversight to the Joint Capabilities Support to National Emergencies (JCStoNE)program in support of the Defense Support to Civil Authority (DSCA) mission area and actions to improve defense support in Complex Catastrophes. Working with the Johns Hopkins University (JHU) Applied Physics Lab (APL) to develop the software tools necessary to allow Geographic Combatant Commanders (GCC) planners to quickly and accurately identify possible forces to rapidly support incident response operations. The project will enable the GCC planners tasked with deriving these forces to rapidly coalesce availability and readiness of appropriate units in order to respond with a preferred force sourced crisis action plan.

Facilitator for the Executive Leadership Development Program (ELDP). ELDP is the Department of Defense's premier, award winning leadership program for developing future senior leaders in DOD. ELDP provides participants with an extensive exposure to the roles and mission of the entire department. Participants of ELDP graduate from the program with an increased understanding and appreciation for today’s warfighters. Warfighters speak of being at the “tip of the spear" - ELDP provides those experiences. The program was established in 1985 with the approval of the Secretary of Defense and has continued over the years to train the Department’s future leaders to recognize and respond to the issues facing DoD. During the course of the ten months of training, participants will travel to a variety of locations both in the United States and overseas, to train with the warfighter. Facilitators take students through a rigorous 2 week Core Cirriculum designed to help students know themselves, express themselves, build teams, manage organziations and and expand their understanding of the DOD and its enterprise.

The position is located in the Operations, Plans, Logistics and Engineering Directorate, J3/4, Logistics Plans and Integration Division, J45, U.S. Joint Forces Command. The Deputy to the Division Director will supervise up to six military officers (O-4/O-5), reservists, government employees as assigned and three contractor personnel. Responsible as the subject matter expert:- Develop inputs pertaining to the broad range of joint logistics to doctrine and policy across the entire spectrum of joint military operations to include unilateral, combined, multinational, interagency, non-governmental organizations and industry in combat, security, engagement and relief and reconstruction operations.- Preparing and executing USJFCOM/NATO theater/bilateral/treaty logistics requirements as well as maintaining the Department of Defense Acquisition and Cross Servicing Agreement with NATO Allied Command Transformation.- Participation in joint logistics operations and exercises across the entire spectrum of joint military operations to include unilateral, combined, multinational, interagency, non-governmental organizations and industry in combat, security, engagement and relief and reconstruction operations. - Develop inputs pertaining to Logistics Governance issues- Research, review and prepare Logistics concepts, analysis, DOTMLPF Change Recommendations and other logistics related documents in JOpsC-DP and JCIDS - Prepares issue papers, briefs and presentations for flag level meetings and conferences. - Coordinates Joint Logistics requirements issues with JFCOM Staff, Joint Staff, Office of the Secretary of Defense, Services and components. - Develop, review and manage travel, manpower and material requirements in support J45 mission requirements

Solely responsible for the "Provide Integrated Joint Logistics Capability" package element of the Seabasing operational construct. This entails all aspects of supply and resupply for naval, joint and coalition forces afloat and ashore. Primary emphasis for this position is maritime logistics flow for inter and intra-theater operations but there is also equity in joint aviation logistics capability requirements. Works to develop new operational constructs for logistics ship programs, i.e. T-AKE, Joint High Speed Vessel (JHSV), and Maritime Pre-positioning Force (Future) (MPF(F)). Develops and reviews a variety of documents, such as Concepts of Operations, Joint Capability Requirements, Capability Development Documents for new seabasing and logistics concepts. Works with subordinate commands as well as higher headquarters to develop requirements and refine capabilities to support combatant commanders. Represents the unified seabasing capabilities and requirements in the Naval Capabilities Development Process (NCDP) to develop capability based input into the POM/PR process.
