US Government Contractor. State Department INL funded and managed program. Lived and worked off-base with the Government of Afghanistan’s Counternarcotics Team in Helmand Province- source of 40% to 60% of the world’s illicit opium and a hotbed of Taliban insurgent activity. Major projects included the Helmand Food Zone wheat seed distribution program, public information influence campaigns, and poppy eradication support. Met my future wife Eleanor on the CNAT Helmand team.

Us Embassy, Baghdad

Helped coordinate non-kinetic political and economic operations for the Baghdad Security Plan Counterinsurgency during the Iraq Surge. Negotiated agenda and wrote cables for weekly Government of Iraq Cabinet Meeting attended by US Commanding General and US Ambassador and then led US inter-agency delegation at follow-up weekly deputy minister level implementation meeting. (Iraq Benchmark #8) Received Fardh Al Qanoon commendation from the Prime Minister of Iraq.Helped write several research papers for the US Ambassador including on consequences of us withdrawal from Iraq in preparation for 2007 Congressional testimony on progress of Iraq War.Lead author/coordinator of US Government 2008 Mission Strategic Plan for Iraq.Regularly lectured to incoming US Military Officers at Counterinsurgency Leaders Course at Camp, Taji.

The Executive Office of HH Sheikh Mohammed Bin Rashid Al Maktoum, Ruler of Dubai (Crown Prince at my time of employment).The Executive Office team worked on special projects and centers of excellence to help grow the economy of Dubai, including Dubai International Financial Center and Dubai Healthcare City. Projects I helped with included the Dubai Strategy Forum and the Dubai School of Government, and other special projects.
