Program Analyst - Resources Executive / Contract Administration
Began concurrently supporting NASA's Small Business Innovative Research (SBIR) program office performing project/program resources analysis as the program office resources executiveProvided expert technical advice and lead a multidisciplinary team, comprised of finance staff, project managers and technical leads from all NASA centers, in multi-year fund programming activities, known as Planning, Programming, Budgeting & Execution (PPBE). This involves defining work and identifying associated resource needs for the next five fiscal years. Assessing all full cost elements including, civil servant and contract staff, travel, inventory, interagency funding and major external procurements. Development and implementation of NASA's I-Corps Program.Provide expert technical advice to project managers and financial analysts at NASA centers on funding policy, obligation and expenditure plan development, and lead in developing the current year obligation and expenditure plans. Report monthly to center and program managers on variances to the obligation and expenditure plans.Worked with program managers to implement business system applications and reports such as monthly variance analysis reports.SBIR liaison with NASA Office of Inspector General, Acquisition Integrity Program office and contracting officers providing oversight guidance and support to implement an effective system of internal controls over the program acquisition functions. Prepare draft responses to recommendations from the OIG, coordinate contract administration actions recommended by OIG and monitor the timely implementation of audit recommendations.Use knowledge of procurement and contracting to improve processes for solicitation and selection of SBIR proposals, making awards and administering contracts to ensure procurements comply with program/agency procedures, OIG recommendations, and FAR regulations.Certified NASA Contracting Officer Representative (COR).
