Seconded into the owners team, I was responsible for the overall development of an Expansion Master Plan (EMP) for a major coal Australia Coal Terminal from initial concept to selection of a single go-forward option (Pre-Feasibility). The objective of the EMP was to develop a staged expansion program, increasing the terminal capacity by more than 36Mtpa. The EMP was to provide the best possible return on investment, allow scalability to meet market growth demands and be delivered to the market in the shortest feasible timeframe. To achieve these objectives, the Study was divided into two distinct phases; Optimisation and Expansion. The phases allowed me to assemble a study team with expertise aligned specifically to these objectives. The phases also allowed the Environmental Approval strategy to be aligned to the execution strategy and hence providing the lowest execution schedule risk.To recommend a go-forward EMP program, the study included complex option scenario analysis and trade off studies through the integration of logistics modelling, risk profiling, capital cost estimation, operational losses due to construction and market demand forecasting. The Optimisation Phase resulted in an additional 8Mtpa or 12% capacity increase, delivered using the existing operational budget over a 2 year period through reallocation of existing funds with a corresponding decrease in the terminal’s toll charge. The Expansion Phase comprised of 5 incremental stages. Each stage was delivered for a comparatively low capital investment cost resulting in a reduction to the terminals operating toll charge for each stage. The incremental stages allowed for single execution or combination execution to ensure alignment with the market demands. The overall capital value of the project was $1.5B and each Study was delivered on-time and on-budget.
