Created general planning level cost estimates to be used by the Long Range Planning Branch of the BWS. Used historical budgets and actual project costs for pipeline, well, reservoir and facilities projects.Used National census data from 2010 to estimate population served by the BWS and used this data to project future growth and demand for the island of Oahu and the BWS infrastructure needs through 2040. This data then fed into the Ewa, North Shore and Central Oahu Watershed Management Plans.Participated in a BWS infrastructure review and recommended reservoir projects as needed to increase system reliability and efficiency.Assisted in the development of a Water Shortage Plan for the Waimanalo Water System as part of a Water Use Permit Application to the State Commission on Water Resource ManagementPrepared BWS internal Project Request Form detailing the proposed infrastructure, layout, locations and system operations as well as cost estimates and projected water use for several projects including: Nuuanu 940’ Reservoir and Booster No. 4, Manoa Well II – Unit No. 2 Exploratory Well, East Kapolei 215 R-1 Reservoir, and Kapolei Base Yard and Desalination Facility – Phase I.Led the preparation of the 6-year CIP. Assisted with the transition of the BWS to a 30-year CIP.
