As Director, I was charged with setting vision, strategy, goals, and execution to align technology and achieve strategic business goals for GrantSolutions’ software as a service offerings. These shared service offerings provided solutions to help operationalize grant legislation using the latest technology and innovative business approaches. Key successes:•Set the vision and created the culture, to ensure GrantSolutions became the premier Federal Grants Management Services provider. •Created a business plan and obtained voluntary investment. •Implemented operational and strategic technology enhancements that created modern complex management information systems.•Built partnerships in HHS and nationally. Created a partnership with 50 OpDivs in The State Department, US Department of Treasury, HUD, Department of Transportation, ½ of HHS and independent agencies such as Social Security Administration. •Expanded services by 1000% in the first three years and another 1000% in the second three years. •Received the Secretary’s award as well as the President’s Quality Award.•Rated one of the top HHS CIOs by OMB and HHS ratings for CIO leadership of nearly $1B in IT funding for the 5 administrations that comprise the $50B ACF operation.

I transitioned the culture, perception, and activities of IT organization from a back-office cost to a value-adding partnership essential to the mission execution. Instilled an innovative, service-centered approach to serving business units by recruiting, retaining, and fostering the development of A-caliber teams. Key successes:•Reduced turnover of development staff from 100% to 0% resulting in critical projects being delivered on time and under budget. •Reduced operational support cost by 30%, and improved customer satisfaction.•Delivered first single sign-on system.•Used innovative technology solutions to improve system performance by a factor of 10.•Provided leadership and direction for the Gene Therapy Investigational New Drug system and received the Secretary’s award. •Reduced the time for submitting new biologic applications and investigational biologics from 5-6 days to only 5-6 minutes earning a second Secretary’s award.

As CIO, I set the vision and led the team with line authority for all agency IT development and operations. In addition, I served as Chair of the DOT Capital Planning committee and Co-Chair of the DOT CIO council, exercising policy and oversight authority for all DOT investments. Key successes:•Reduced operating expenses by 70% though innovative contracting and systems modernization.•Led e-commerce effort that reduced data entry cost by several million dollars annually, with labor savings paying back all development costs in just two years.•Conceived and created CVISN to e-business enable the nation's commercial vehicle operations.
