I am a supervisor responsible for planning, directing, organizing and exercising control over 13 employees assigned to the Financial Management Branch of the Propulsion Directorate, an Air Force Research Laboratory (AFRL), on Wright-Patterson AFB (WPAFB), OH. Additionally, I serve as Branch Chief responsible for advising the director, staff and financial managers on a $420M annual budget and fiscal matters in accordance with current regulatory, statutory and Air Force Materiel Command requirements associated with the formulation, execution and reporting of AFRL funds. The branch has primary responsibility to control/allocate funds, execute specific mission accounts and lab operations account and integrate/report financial status to the directorate and higher headquarters.

Deployed in support of Operation IRAQI FREEDOM as Special Mission Funds Custodian for the Combined Joint Special Operations Task Force-Arabian Peninsula. Disbursed $1.25M in cash to accomplish hi-viz, highly sensitive clandestine Secretary of Defense directed operations. Executed remaining $2.2M FY06 budget and flawlessly transitioned to $6.4M FY07 budget. Created product to track FY07 expenditures for four programs and 13 teams; laid ground work for FY08 budget. Implemented/Institutionalized FY07 spend plan consolidating $6.2M in requirements facilitating counter-insurgency/unconventional warfare operations throughout Iraq. Post deployment, directed the activities of nearly 60 senior Command and field-level financial analysts in the development of the $3B FY08 AFMC O&M Execution Plan. Developed funding strategies for competing Command priorities. Coordinated monthly budget execution reviews with AFMC field units and directed required corrective actions. Prepared budget execution briefings for senior Air Force leaders and responded to queries from Air Staff. Interpreted Air Staff financial management policy and procedures and developed MAJCOM guidelines to ensure compliance with the intent of Congressional authorizations, appropriations and requirements of public law. Directed and supervised team of six enlisted, four foreign nationals, U.S. civilian and U.S. contractor. Responsible for $13M O&M budget (including $5M in flying hour costs), collection/disbursement of $6M annually in U.S./foreign currency and accounting operations/liaison with Defense Finance and Accounting Service (DFAS). Identified requirements for and received $600K in additional funding for Combat/Special Interest Programs and GWoT. Saved $282K in Group funding with implemented use of nonrefundable airline tickets. Secured additional $3.3M for JTF-Liberia deployment. Advised senior Group commander, seven squadron commanders and 13 staff agencies on matters relating to finance/budget. Responsible for payroll services of 733 Air Force personnel. Managed 26 contracts, 37 organizational supply credit card accounts and 190 individual travel credit card accounts. Reviewed and revised Interservice Support Agreements. Acted as Audit Focal Point and managed Report of Survey program. Air Force liaison to Navy Comptroller.
