-Responsible for delivering key elements of a new legislative and governance structure for WA Health -Design and articulate the requirements of the Department of Health (as the System Manager of WA Health in totality) covering Risk Management and Assurance -Recently asked to take full responsibility for risk management and internal audit for the Department Key achievements• Delivered a new legislative and governance structure for the WA Health system via setting up and facilitating a "war room" to consolidate all inputs in the final weeks of a two-year project• Chaired a working group that procured and rolled out a new Enterprise Risk Management System across all sections of WA Health, ensuring consistent capture and measurement of risk whilst respecting the new legislative structure• Drove significant progress on initial design and articulation of the requirements of the Department of Health (as the System Manager of WA Health in totality) with regard to Risk Management and Assurance• Manage roll out a new Enterprise Risk Management System involving workshopping with senior staff their operational risks including inputting these on the new system, training staff (regarding risk management and the system) and designing reports-Seconded, following an organisational restructure, to Purchasing and System Performance Directorate and given responsibility for Internal Audit of the Department as well as scoping, designing and developing a Business Continuity Plan, including coordinating and consolidating Business Impact Analysis documents-Liaise with all key stakeholders and providing input into the Department Digital Security Information Program

-Report directly to the Deputy Under-Treasurer, with accountabilities including proposals on macro and micro economic reforms, ad-hoc strategic reviews/proposals, workshop facilitation (strategic focus) and team managementKey achievements• Budgetary reform – tasked with the establishment and coordination of a Budget Management and Reform Plan, the aim of which was to identify innovative revenue and cost savings measures for the State Budget for endorsement by Cabinet• Budget Process improvement – developed a proposal to reform the State budget process based on international best practice• Macro-Economic reform – developed a position paper which examined opportunities to diversify the State economy, including investigating which sectors of the economy have potential to increase their share and revenue

-Provide Strategic Planning/Advice/Direction – member of eight-person Executive Committee (TMEX) reporting directly to the Under-Treasurer-Responsible for input into the articulating and delivering on the Department’s strategic plan-Chair of OSH Committee and member/secretary of Finance, Risk and Audit Committee and Program Management CommitteeKey achievements• Financial Control – oversee the three-person finance team in production of management accounts, reporting, financial projections, statutory financial reporting (including budgets) and annual report• Internal Audit – oversee and provide guidance to the Principal Internal Auditor; in conjunction with TMEX draft annual Internal Audit plan in accordance with best practice; oversee tracking of audit recommendations and process improvements• Project Management - project managed the upgrade to the Treasury Strategic Information Management System (SIMS) – the whole of Government financial management and reporting tool. The project was late, over budget and lacked scope management and good governance. I implemented robust project management methodologies and proper governance and when I handed over responsibility the project was on time, within scope and on budget with the project team (approx. 15) performing efficiently and effectively

-Seconded at the request of the Under Treasurer, to DTF to help establish better governance, reporting and risk management across the five disparate business units-Tasked with project managing the split of the department into two separate departments following a Machinery of Government decisionKey achievements• Risk Management – established Risk Management area from ground-up including risk appetite articulation, business continuity programs, supporting governance and reporting • Governance – commence establishment of governance area (prior to split of Department) and Performance Reporting – streamlined and standardised performance reporting including dashboarding of the five distinct and disparate business areas• Special Projects – project managed the split of the Department of Treasury and Finance into two separate departments (Treasury and Finance), including management of multiple work streams and complex interdependencies (both internal and inter-departmental)
