As Chief Legislative & Regulatory Officer for the 6th largest consumer owned electric utility in America, I was responsible for management and coordination of all governmental relations, legislative matters and regulatory requirements affecting SMUD at the local, state and federal level. I also served as the Chief Regulatory Compliance Officer, responsible for implementation and compliance with all FERC-NERC reliability compliance standards and requirements. I was a member of the CEO's Executive Team.

I was the General Counsel and Chief Legal Officer for the Utility and reported to the Board of Directors and CEO. I supervised a staff of seven in-house attorneys and several outside law firms that provided litigation counsel for the Utility. I also served on the CEO's executive team. In 2002, I was the Acting CEO.

As the General Counsel and Chief Legal Officer for Snohomish PUD, I was responsible for all legal matters, litigation and legal advice to the Board, General Manager and PUD staff. I received national and international recognition for my leadership role in uncovering tape recordings and documents of fraud and market manipulation by Enron power traders during the Western energy crisis of 2000-01 as part of a multi-year case against Enron for the PUD.

I was the Acting CEO during 2002 while the Board of Commissioners did a search for a new CEO and helped the new CEO with his transition in the position.

I was the Managing Partner in this firm of ten lawyers. We represented the Colorado Springs Utilities in all their legal matters and also represented 12 local school districts as their general counsel. We also had a small business law practice.

Supervised multi-state gas royalty litigation and other cases for the company.

Practiced general corporate law and supervised litigation for the company. Also, developed an environmental section.
