PRACTICE EMPHASIS:• Direct the agency’s legislative counsel practice, overseeing 1,300+ transactions (annually) that produce legal advice, risk analysis, and legislative development strategy on matters concerning governance, mission authority, business operations, and compliance.• Manage four attorneys and one paralegal who, respectively, provide legal advice and legal support to more than seventy clients across fourteen subagencies and ten offices.SIGNIFICANT PRACTICE ACHIEVEMENTS:• Restructured the practice’s processes following a fifty percent staff reduction.• Published agency guidance, rescoping the practice, re-invigorating its core services, and eliminating the demand for non-legal support.• Introduced a network platform that automated the practice’s transactions and remedied its records deficiencies.• Reduced the backlog of legislative proposal development by introducing a rolling production and aligning the agency’s authorization and appropriations processes, the result of which tripled the number of legislative proposals developed annually within 18 months.

PRACTICE EMPHASIS:• Directed the service’s legislative counsel practice.• Managed a practice with approximately 200+ transactions annually, each including a mix of legal advice and risk analysis on a range of matters, including authorities, governance, compliance, business operations, statutory interpretation, legislative proposal development, and legislative strategy.• Provided legal advice and support to headquarters commands, area commands, and district commands, covering the full range of the service’s eleven mission authorities, compliance, governance, and business operations.SIGNIFICANT PRACTICE ACHIEVEMENTS:• Restructured the practice following twenty-five percent reduction in force, thereby insulating it from further reductions in force while increasing its productivity.• Transitioned to an all-civilian staffing model and re-organized the practice as a specialty reporting directly to the Deputy Judge Advocate General.• Standardized the practice’s operating procedures and devised performance metrics.• Developed an in rem action, allowing the Government to recover costs associated with abandoned mariners by action against any vessel of an owner. The in rem action effectively negated a vessel owner’s ability to evade prosecution or to force the United States Government to settle claims. Judgements against the vessel owners serve as the corpus of a $5 million fund, available to support and repatriate abandoned mariners.• Structured a dual-use/contingent-interest compromise, resulting in the Coast Guard’s continued use of a key communications facility located on federal lands subject to Alaska native claims. Ensured that the U.S Coast Guard’s communications array remained fixed and operational. Secured the Alaskan native corporation’s ownership of lands, allowing for commercial development of select parcels.
