Riegelsville, Pennsylvania

Michael Graeff is a founding member and first President of the Riegelsville Tax and Education Coalition. RTEC is a grass roots organization whose mission is to improve the education of the children of the small town of Riegelsville in upper Bucks County, PA. RTEC undertook the the marathon process of petitioning through legal and civic means to have the small town in upper Bucks County transfered out of the Easton Area School District in the distant Northampton County and into the Palisades School District which lies adjacent to and contiguous with the town in its own county. RTEC was formed in late 2006 and filed the initial petition for the transfer with the Bucks County Court of Common Pleas at the end of that year. Amongst numerous local meetings, fundraisers and presentations, the six year process also included three hearings with the Common Pleas Court, as well as two rejections by the former Secretary of Education, Gerald Zahorchak. The rejections were followed by two successful appeals and remands of the Secretary's decision in the Commonwealth Court. The transfer was ultimately approved by the Secretary of Education, Ronald Tomalis, in early 2012 and finalized by the State Board of Education in the summer of 2012. This marked only the 2nd time in the history of the state of Pennsylvania that a transfer was granted. The approval is a compliment to the clear headed thoughtfulness and perseverence of almost the entire Riegelsville community in achieving a goal that they were told for decades by government, legal experts, politicians and civic administrators would be a fruitless endeavour. It is also a testament to a select few persons within these same professions and organizations that stood for what was correct and logical. These include Pa State Representative Marguerite Quinn, PA State Senator Robert Mensch, Judge Clyde Waites, and Attorneys William Casey and James Sweeney
