The GWB was formally established under RI General Law, Title 42-102, in June, 2014 as the primary policy-making body on workforce development matters for the State of Rhode Island, with statutory responsibility and authority to plan, coordinate, fund and evaluate workforce development activities in the state. The GWB consists of 21 members representing business, labor, education, community, and government who establish workforce development policy and plans and also allocate state Job Development Funds (JDF). GWB members also serve as the SWIB to oversee federal Workforce Investment Act Title I-B funds.The GWB determines funding priorities for the JDF and allocates annual funds accordingly. The GWB currently allocates funding into several broad categories: funds for employers through incumbent worker training grants and industry partnership support; funds for youth centers and summer youth employment; funds for work readiness, work experience, occupational skills training, and hiring incentives for unemployed and under-employed workers; and funds to increase workforce system capacity and integration. Since 2009, the legislature has also appropriated JDF funds directly to the RI Department of Education to support adult education services.
