Developed and implemented an executive strategic plan based on the National Baldridge Criteria to address internal and external influences and ensure unity of effort of distributed field operations. Forged a productive labor-management relationship with the local and national union to ensure Agency objectives were supported. Enthusiastic leadership during surge operations years motivated the crew to produce nationally significant results during six multi-mission deployments. Developed and implemented an executive strategic plan based on the Malcolm Baldridge Criteria structure with complimenting measurements to institutionalize long-term pursuit of improvements.Program Manager, Aids to Navigation, Coast Guard Headquarters (2000 to 2003) ►Planned and directed policy development, resource allocation, re-capitalization, strategic planning, and quality control for the national short-range aids-to-navigation program. Served as the Agency spokesperson to represent program interests in Congress. Also served as the United States representative to the International Association of Navigation Authorities to develop international standards. Reduced program costs through implementation of technologies and process improvements. Implemented national measurement regimes to give transparency to levels of efficiency and effectiveness to drive resource decisions.
