Primary purpose of this role was to analyse and present data to the Chief Executive as well as Education and Implementation General Managers to assist with decision making for proposed changes to Education Payroll business practices.Significant changes to business practices included:• Establishment of Salary Assessment Unit – All salary assessments centralised to one Service Centre, I was involved in development processes and designing software to track salary assessments.• MoE Payroll Self Service - Development of Web Forms for Schools to enter payroll data, my role was as a Subject Matter Expert and design and development of backend processes, to consolidate data from 8 Oracle databases into a single SQL Server 2005 database, this was achieved using SQL Server Integration Services.• MoE Payroll RFP Response - The Ministry of Education issued an RFP for a complete outsourcing solution for the Schools Payroll. My role was to answer the technical questions regarding the proposed payroll product and to assist in demonstrating the payroll software at the RFP presentation to MoE made by Datacom.• Data Cleansing Project – To cleanse existing payroll data of known anomalies. I provided scripts to find suspect data within the databases as well as scripts to update this data once the correct values had been determined.

Technical Support Officer
This role was entirely project focused Projects included:Card Automation (Phase II) - Involved in scoping, development and testing of automation of leave service from a manual salary card based system to an automated system within TeacherManager. This involved analysis of payroll contracts to determine the contractual rules as well as establishing the trade and practice rules outside the contracts. Specifying the software changes required and testing them. Developed an Access 2000 Database with a Visual Basic.NET powered Intranet web page to allow capture of legacy data by Education Service Centres while development of TeacherManager enhancements was in progress. Holiday Pay Automation - The development of an Access 2000 Database to calculate holiday pay due to both Teaching and Non-Teaching Staff by extracting information from Oracle performing calculations using VBA and then inserting the results directly into the Oracle databases via SQL Plus scripts. I updated the both Teaching and Non-Teaching Holiday Pay Calculation processes to be processed entirely via Oracle PL/SQL scripts and stored procedures subsequently.Prior Period Adjustments (PPAS) - The development of a Access2000 desktop application used for making complicated payroll adjustments outside the TeacherManager and then importing the required transactions into TeacherManager to process the adjustments. These adjustments could be Salary Arrears, Tax, Student Loan or Super Refunds or converting Salary to Holiday Pay.

This application interacted with the TeacherManager, the Oracle databases and the Datapay Payroll Engine. It created an EMS Adjustment File for IRD and validated transactions to ensure there validity.Card Automation (Phase I) - Tested changes to TeacherManager made to facilitate the automated calculation of Salary Service. Prior to this project Salary Service was manually calculated and stored on salary cards. Provided feedback to development team on changes as well as suggesting solutions to the project manager as issues arose.

This role was providing technical support to the over 40 Payroll Officers that processed the Ministry of Education’s Teachers Payroll for all Primary Schools north of Taupo.• Responsible for 1st level technical support of all systems.• Liaising with Primary Teacher Payroll provider Datacom on system improvements • Maximising system productivity.• Performing database queries from Oracle using InfoMaker and Microsoft Access.• Relied on for both technical expertise and payroll knowledge.• Automation of repetitive manual tasks.Significant Accomplishment:The development of a Microsoft Access Reporting Database, known as “Process Logs” that reported on data changes made within the core Teacher’s payroll application “TeacherManager” between defined periods, it was used daily to check integrity of data entry by 40+ Payroll Officers at Multi Serve from mid-1998, and was shown to improve the overall accuracy of the payroll significantly. Process Logs were adopted by the other 3 Education Service Centres, within 2 years, taking the number of daily users to over 120 and continued to be used until August 2012, when the Teacher’s payroll service transitioned to new provider.
