Lead counsel responsible for overseeing all County purchasing. Responsible for drafting and negotiating a wide variety of competitive solicitations and contracts, including but not limited to construction, professional services, social service, healthcare benefits, property management, technology and revenue generating contracts. Assist the Chief Procurement Officer in mediating disputes between Cook County and contractors concerning duties and obligations set forth in the contract. Drafting SOPs, department rules and regulations and standard contract templates. Collaborate with other Cook County stakeholders to amend the Cook County Procurement Code.

- Advise the Cook County Board of Commissioners, County Officials and Departments concerning legal rights and obligations. - Represent the County in court and before quasi-judicial or administrative agencies of government serving as litigation counsel in defense of claims and suits filed against the County.- File and pursue lawsuits on behalf of the County to protect the County’s interests and recover monetary damages.- Issue oral and written legal opinions to the County Board of Commissioners, Elected Officials and Departments regarding County operations.- Advise Department heads and other staff on matters pertaining to programs, contracts and legal inquiries.- Review, draft and negotiate contracts affecting County operations.- Review, draft and negotiate real estate matter for the County.- Assist in the development and presentation of legal updates and information to the County Board.
