As part of Joint Task Force (Exxon, ARCO, and BP) analysed and evaluated previous projects, and developed new approaches to reduce costs. Evaluated every new project submission (from $10M to $1,200M) from development engineering department to assess economic performance, and provide executive management with recommendations. Specifically: • Recommended, created, and implemented new contract and engineering strategies to reduce project costs reducing SOHIO expenditures by $250M over 4 years.• As senior SOHIO task force representative, analyzed oil development detail costs (down to design $/manhr and #/hours) for both ARCO and SOHIO (as operators) for Prudhoe Bay oil field. Recommended changes to executive management that reduced costs by over $250M over three years on both sides of the field.• Created Estimating & Economic Analysis and Planning & Analysis departments, for internal and external budget and cost reviews, and analyses for offshore oil/gas lease bidding strategies.• Created schedule compression forecasting system to provide executive and project management with a tool to optimize project economics, avoiding over $150M in unnecessary expenditures, while simultaneously reducing contractor change orders and project cost inflation.• Coordinated and played lead role in ‘base-line' budget evaluations with project managers and executive management, eliminating further $250M from 3 year oil & gas construction budget.• Reviewed and approved development cost estimates of engineering and construction for projects in the range of $10M to $750M, instructing scope and cost changes, or project deletion, where necessary.• Recommended to executive management that staffing levels were too high for future operations. Staffing of 2,500 engineers and project managers was cut to 150 within 12 months. Received a promotion offer to live in Houston, TX.

Developed new procedures to control all interfaces between system components. Was nominated by executive management to bring all BAC divisions and sub-contractors up to speed on those procedures and to ensure compliance with BAC and Ministry of Defense requirements.
