Serve on behalf of the administration as the conduit to the MD Association of Counties which is responsible for advocating for the 24 jurisdictions in MD.Key Achievements:• Solely responsible for the legislative affairs of Harford County, MD to include, but not limited to, developing public policy initiatives, building lasting relationships with state & local government officials, drafting policy statements and presenting testimony. • Create and manage the legislative work flow for the County which receives 100+ fiscal note and policy requests annually from January- April.• Directs all legislative initiatives on behalf of the administration to include; land use, education, public works, public safety, general services, budget & management, and efficiency standards.• Lead the overall operations of the Office of the County Executive’s Constituent Services division which includes 4 diverse members.• Utilizes thought leadership through the gap analysis of enterprise-wide constituent solutions. An instance resulted in the county’s first mobile reporting application; spearheaded the marketing efforts to support a 17% adoption rate in year one with 3-4% increases respectively in following three years. • Created and implemented office’s legislative roadmap that includes member’s top line message, narrative, and mission statement along with primary messages reinforcing member’s policies and positions with a distribution of over 50+ state-wide stakeholders.• Represent on behalf of the County Executive at public events, community meetings, and liaison between the business and community leaders.

The first-in-command for operations for a two-time winning county executive campaign in a county with a population of 250,000+ and a success rate of defeating opponents by 60%+ of the vote.Key Achievements:• Directed a county-wide political operation that recruited supporters and volunteers across the state; ran successful marketing campaigns across multiple platforms. • Directed all fundraising opportunities and events to secure over $500thousand dollars in funding over 6 years; successfully completed and tracked all MD campaign finance reporting information.• Managed all operations in Harford County that included securing political endorsements and the utilization of over 50 diverse volunteers.• Established strategic operations plan to disseminate campaign literature and political signage throughout local areas garnering support from the electorate. • Utilized existing data subsets to forecast trends across geographical areas and applied strategic thinking in the implementation of decisions. • Created and lead an advocacy campaign to combat homelessness in Harford County through the development and execution of lobbying, grassroots and communications strategies and tactics.• Managed Political Action Committee (PAC) activities in coordination with PAC committee and fiscal division staff in accordance with MD ethics and reporting laws.

Directed the office of a member of the Maryland Senate.Key Achievements:• Monitored and analyzed the budget and appropriations legislative process and communicated to internal and external stakeholders its impact on shared goals and priorities through coalition meetings, e-newsletters and blogs.• Primary staff support for senate member on all standing committees- researched, monitored and analyzed issues and proposals throughout the legislative process.• Drafted communications to the editor, feature stories, and radio/TV scripts; wrote briefing memos for the Senator.• Developed official responses to constituent inquiries and issues.• Analyzed high-level documents, position papers, fiscal notes, and legislation for government officials and stakeholders.• Supervised session intern in their tasks and objectives.
