Over thirty years’ experience in local government has involved extensive strategy and policy development, management and operational experience in social policy, social work and health services. After 11 years in community development in Glasgow in the 1980s and 1990s, I held a variety of posts in community care, particularly leading commissioning and driving large scale change. I played a lead role in the transformation of services for people with learning disabilities in Glasgow, latterly heading the integrated Glasgow Learning Disability Partnership as Joint General Manager. I accepted early retirement in 2010 and began work with COSLA in 2011 where I have played a lead role in Scottish local government responses to welfare reform and the impacts on housing delivery. I have also developed work on employability and responses to poverty. I was also an associate consultant with ADSW Partners for Change.I have retired from COSLA since July 2019 and am no longer actively seeking work. Within COSLA I had responsibility for developing local authority policy responses in relation to welfare reform. This involved policy development and mitigation work in collaboration with senior council officers, particularly in Finance, Housing and Social Work, engagement with key stakeholders, participation in ministerial meetings, and providing written and oral evidence to the Scottish and UK Parliaments.
As a Partners for Change associate consultant, I assisted Renfrewshire Council to develop its Autism Strategy.
As Joint General Manager of Glasgow Learning Disability Partnership, I held responsibility for strategic planning and management for all relevant Council and NHS services, developing policy and leading change on the supported living strategy, day service modernisation, specialist health services, adult protection and the employability strategy for people with learning disabilities. I also managed an £84m joint budget and played a lead role in developing the Social Work Contract Management Framework and promoting personalisation of services. I had regular contact with elected members and was council lead officer on two Council Sub-Committees, on Day Service Reform and the Autistic Spectrum Working Group. I engaged in high level negotiation and engagement with all stakeholders including service users, carers, service providers, voluntary sector, elected members, including at Council and Board level
I was responsible for developing and implementing the commissioning strategy, completing major hospital re settlement and transforming community services. I managed a £60m commissioning budget with contracts with 30 social care providers. I played a key role in service re design, developing services that promoted inclusion in mainstream opportunities. This work provided scope for my involvement in a unique range of partnership working and networking including collaboration and engagement with over 70 stakeholders from social care providers, housing associations, service users and carers' groups to trade unions and elected members.
