I have a proven record of achievement over a period of 40 years as a senior manager in the Commonwealth and ACT public sector and in the private sector. During that time I have developed specialist knowledge and expertise in a number of areas, specifically: strategic planning and reporting; strategic management; change management; and communication strategies. My strength is my ability to undertake the management and delivery of major projects at the strategic ‘program’ level and the delivery ‘project’ level. I am an experienced civil engineer, project manager and contracts administrator with a wide knowledge of the key issues required for successful project delivery. I have a proven project leadership record and excellent communication skills. As a contracted consultant with ARUP, my successful delivery of major capital works programs was achieved due to my ability to liaise with multiple stakeholders, including Commonwealth and State/Territory governments, funded organisations and service providers, in a culturally sensitive manner. I translated government policy into an effective delivery methodology. With a team located across Australia my communication and mentoring style of leadership were essential to the development of a dedicated and committed delivery team. Main Focus I was responsible for the managing and delivery of the land release capital works program and coordination of the Directorate’s capital works program. I was also responsible for the coordination of the ACT delivery of Commonwealth Government’s Stimulus Program.I have developed the delivery, monitoring and reporting systems for the capital works programs. With the formation of the Directorate, these projects were all at different stages of design and documentation and there were potentially significant environmental issues that had to be addressed with the ACT and Commonwealth environmental agencies. I established a framework for the management of the projects and processes to identify risks, prioritise issues that had to be addressed and develop plans to deliver the works. I identified that the delivery of the projects in isolation would not necessarily achieve the required outcome for the Branch. I have identified opportunities through the coordination of design effort to accelerate the delivery of individual projects and reduce the cost to the ACT Government. This has been a highly successful approach which has significantly improved the delivery of Capital Works projects.Development of a high performing project delivery team that is recognised, both within and outside the directorate, as being “solutions orientated” and which delivers works within budget and time constraints. Major Achievements• Establishment of a traffic light reporting process, reporting on time, cost and scope delivery at the project level, to provide my Executive Director with a concise view of program status. This report is now being applied by the ACT Treasury for all ACT Capital Works projects.• Introduction of Value Management processes, P50/P90 budget estimating, and early contractor engagement. These processes have meant that approximately $40m has been saved on projects delivered in three years.

Main focusAs Manager Business Assurance, I centrally monitored the implementation of the Stimulus Package, specifically the reporting and documentation forwarded to the Commonwealth. These reports were reviewed for consistency with the traffic light reports provided to the Taskforce. I introduced traffic light reports which monitor scope, budget and schedule at the individual project level.When projects entered the construction phase, I undertook spot audits on site to assure myself of the status of the information provided. By undertaking the audit on the RCLIPs I ensured that the delivery agency undertook corrective action where required so that the Commonwealth objectives were achieved.Both the Departments of ACT Education and Housing undertook detailed risk assessments and I assisted and contributed to the development of those plans. Education and Housing implemented the plans and I monitored and ensured that these were reviewed and if necessary modified during the projects delivery.Major Achievements• Establishment of a traffic light reporting process reporting on time, cost and scope delivery at the project level, to provide the ACT Stimulus Taskforce with a concise view of program status. • Proactive management of the Commonwealth/Territory relationship leading to recognition by the Commonwealth that “the quality of the ACT data reports is of benchmark standard”• Recognition by PriceWaterhouseCoopers, in their Business Assurance Review for the Commonwealth, that the ACT was better practice that could be shared across other jurisdictions. No additional action was required by the ACT to the processes in place. • Development and implementation of a training and employment policy for apprentices and indigenous employment for the ACT Stimulus Package.
