Main FocusI am responsible for the management and delivery of the capital works supporting the Land Release Program. I deliver projects which enable revenues to be obtained from land sales while ensuring environmental, social and health priorities of Government are achieved.Major AchievementThe success of this capital works program is shown by the significant savings delivered for Government and a removal of shortcomings and ambiguity in the design and delivery processes. Over $38m of unspent funds has been returned to Treasury over a two year period

Main Focus I was responsible for the managing and delivery of the land release capital works program and coordination of the Directorate’s capital works program. I was also responsible for the coordination of the ACT delivery of Commonwealth Government’s Stimulus Program.I have developed the delivery, monitoring and reporting systems for the capital works programs. With the formation of the Directorate, these projects were all at different stages of design and documentation and there were potentially significant environmental issues that had to be addressed with the ACT and Commonwealth environmental agencies. I established a framework for the management of the projects and processes to identify risks, prioritise issues that had to be addressed and develop plans to deliver the works. I identified that the delivery of the projects in isolation would not necessarily achieve the required outcome for the Branch. I have identified opportunities through the coordination of design effort to accelerate the delivery of individual projects and reduce the cost to the ACT Government. This has been a highly successful approach which has significantly improved the delivery of Capital Works projects.Development of a high performing project delivery team that is recognised, both within and outside the directorate, as being “solutions orientated” and which delivers works within budget and time constraints. Major Achievements• Establishment of a traffic light reporting process, reporting on time, cost and scope delivery at the project level, to provide my Executive Director with a concise view of program status. This report is now being applied by the ACT Treasury for all ACT Capital Works projects.• Introduction of Value Management processes, P50/P90 budget estimating, and early contractor engagement. These processes have meant that approximately $40m has been saved on projects delivered in three years.

Main focusAs Manager Business Assurance, I centrally monitored the implementation of the Stimulus Package, specifically the reporting and documentation forwarded to the Commonwealth. These reports were reviewed for consistency with the traffic light reports provided to the Taskforce. I introduced traffic light reports which monitor scope, budget and schedule at the individual project level.When projects entered the construction phase, I undertook spot audits on site to assure myself of the status of the information provided. By undertaking the audit on the RCLIPs I ensured that the delivery agency undertook corrective action where required so that the Commonwealth objectives were achieved.Both the Departments of ACT Education and Housing undertook detailed risk assessments and I assisted and contributed to the development of those plans. Education and Housing implemented the plans and I monitored and ensured that these were reviewed and if necessary modified during the projects delivery.Major Achievements• Establishment of a traffic light reporting process reporting on time, cost and scope delivery at the project level, to provide the ACT Stimulus Taskforce with a concise view of program status. • Proactive management of the Commonwealth/Territory relationship leading to recognition by the Commonwealth that “the quality of the ACT data reports is of benchmark standard”• Recognition by PriceWaterhouseCoopers, in their Business Assurance Review for the Commonwealth, that the ACT was better practice that could be shared across other jurisdictions. No additional action was required by the ACT to the processes in place. • Development and implementation of a training and employment policy for apprentices and indigenous employment for the ACT Stimulus Package.

Main focusResponsible for the ongoing development and delivery of major Commonwealth Capital Works Programs. The position encompassed:Design and development of program for the coordinated, concurrent management of a series of projects delivered by a project management approach. Management of the Program to achieve the strategic outcomes of the Commonwealth Clients within their policy/procedural requirements.Delivery of theses outcomes was achieved by:• Demonstrating effective, transparent and accountable use of Commonwealth monies• Improving the quality of workmanship and innovation of capital works facilities• Effective risk management across the Programs• Coordination of a range of stakeholders at Community, regional and central levels• Clearly articulate objectives at all stakeholder levels of the Programs and report clearlyMember, National Indigenous Housing Guide working group which developed a guide for the design, construction, maintenance and management of houses.Leader of the working group developing the Office for Aboriginal and Torres Strait Islander Health (OATSIH) Facilities Design Guidelines.Major Achievements:• Developed and oversaw the implementation of an integrated delivery process for the OATSIH and Department of Families, Housing, Community Services and Indigenous Affairs, Capital Works Programs which delivered over 250 individual projects. • Receipt of the Exemplars Award in the Health Environments category in the Year of the Built environment awards in 2004• Maximising community outcomes relating to community self determination, without compromising the delivery of the primary capital works outcomes.

Main focusProvision of professional services for the delivery of targeted change management projects. These services were provided for public and private sector clients. Examples of each are provided below:Member of the team responsible for the review and implementation of the Federal Office of Road Safety (FORS) Electronic Vehicle Approvals System. My responsibilities included:• Review of the current paper based forms and validation of the relevance of the data requirements• Preparation of the functional specification for the electronic forms• Verification and testing the completed formsProvision of professional services for the implementation of quality management systems to enable accreditation to the ISO9002 quality system. Clients included a consulting engineering company, Mike O’Regan and Associates and a transportation and truck manufacturing company, Evermore Holdings.Major Achievements: • The FORS project was delivered within budget and contracted timeframe.• Maintenance of effective working and communication links with all levels of the FORS organisation• Participation in the development and implementation of a communication strategy for FORS clients to assist in the transition from the paper based to electronic system.

This business unit was established to provide third party innovative information management solutions for the market. I achieved this by focusing on:• Marketing and Research• Consultative Sales through Executive Account Management• Contract service providing Procurement and Project Management ServicesManagement of a sales and marketing team who managed portfolios of designated accounts.Development of strategies for the maintenance of partnerships with clients and ensuring the alignment of information solutions with client’s service needsRepresentation of AGPS on industry bodiesMajor Achievements: • Development of a training program for the development of the ISG staff in association with Alcuin International• Development of Group Business Sales Business Plans for the development of portfolio revenue targets and other key performance indicators• Development of creative information management solutions such as the in-house Service Centre which was the model for all future partnering arrangements• Provision of a panel contract for suppliers which reduced the number of suppliers from over five hundred to seventy under a single contract. The contract was developed with a partnering philosophy which produced an enhanced service at reduced cost.

Main focusResponsible for providing assistance to DAS businesses in the preparation of business plans, sales and marketing plans, market analysis, and customer risk assessment in their business planning processes. Facilitating DAS relationships with key customers and stakeholders. This included representing the commercial arm of DAS in the resolution of business specific issues with the Department of Finance and the Australian National audit Office.Development of Corporate Strategic marketing policies for the DAS businesses. This included participation on business advisory boards and assisting the business to win work in specified market segments.Provision of value-added financial and marketing reports and assessments to the DAS Board, including the review of annual reports and major investment proposals.Major Achievements: • Development and enhancement of the monthly financial report for the DAS Board• Facilitation of the reintroduction of DAS businesses to Telstra and the winning of major contracts for six of those businesses.• Development and delivery of a DAS specific business planning case study. This study gave senior DAS managers practice in analysing the strategic issues faced by the businesses to enable the development of a sound business plan for their businesses.• Management of the preparation of briefing papers for Ministerial visit of the Hon Frank Walker to Papua New Guinea and Indonesia.

Main focusAs a participant in the Executive Development Scheme, I was seeking to develop and enhance my skills and knowledge against the Australian Public Service core competencies. The placements and course work undertaken enabled me to develop an increased capacity to deal with ambiguity and change. As a senior officer in DAS, during the commercialisation of the DAS businesses, I took this opportunity to obtain firsthand experience in a commercial enterprise and then apply this knowledge to the commercialisation of a government body, the WA Building Management Authority (BMA).Major Achievements: • Delivery of a major market research project for Australian Defence Industries International Marketing Division.• Development of a business plan for the Asset Services Directorate of the BMA, including the facilitation of planning workshops.• Management and delivery of public seminars and conferences, including the Value Management and Consultant Engagement seminars and the National Public works conference.

Main focusAs Civil and then Senior Civil Engineer, my primary focus was the delivery of projects to meet the three requirements of time, quality and cost.In my role as a Supervising Engineer, I managed the delivery of the civil and hydraulic components of major projects. I was also responsible for the management of the design office of 50 engineers, draftspeople and support staff. As part of the senior management team, I facilitated the transition from a Public Works Authority to a commercially focused business enterprise. To achieve this transition, I was actively marketing our capabilities and winning work in the open market.Major Achievements: • Delivery of major projects such as the Defence Signals Directorate, National Biological Science Laboratory and the Jervis Bay Armaments Depot (JBAD).• Preparation of Public works Committee evidence for projects such as JBAD and the Department of Primary Industries buildings.• Design and delivery of the Tarawa water supply system and design and construction of the Canberra suburbs of Theodore, Banks and sections of Macarthur, Hall and Calwell.• Secondment to the Department of Defence on such projects as the Supply Systems Redevelopment Project and the Jindalee Over the Horizon Project.• Development of a commercially aware and client focused culture in the design office.
