Served as the MCIRSA Director’s primary representative in managing and coordinating the day-to-day internal and external staff actions regarding Personnel Administration/Unit staffing, Current/Future Operations, Supply/Logistics, Contracting and Budget/Fiscal matters. Supervised the Commander's Equal Employment Opportunity Program Specialist and Sexual Assault Response Coordinator in their specific program goals and functions for the Command. Served as the Individual Reserve Subject Matter Expert (SME) Team Leader during the HQMC Reserve Affairs/ Commander Marine Forces Reserve top-down Management Review in order to provide detailed guidance on administrative support and pre-mobilization management of the USMC’s Individual Ready Reserve (IRR) and the Individual Mobilization Augmentee (IMA) populations totaling 68,102 and 2,699 Marines, respectively. As the Deputy, ensured the entire Activity, complied with the requirements of the Privacy Act and HIPPA as required by law and policy. Also responsible for researching and responding to Congressional Correspondence and compiling the timely responses to FOIA requests on behalf of the USMC with regards to both the IRR and IMA populations. Analyzed MCIRSA's current Full Time Employee (FTE) structure, 33 uniformed and 13 Civilian personnel, for methods to enhance supportability of both the IRR and IMA populations. Monitored legislative changes that effected policy and management of the IRR. Supervised execution of the $800K FY Reserve Counterpart Training (RCT) budgets for the past 2 Fiscal Years. Supervised the execution of the $2.6M FY IRR Muster Stipend budget, to include Muster Venue contracting, over the same period. Supervised the implementation of a new process to affect the timely transfer of Service Treatment Records, for all IRR and IMA Members to the VA Records Center ensuring efficient on-going, for those IRR/IMA Members being separated with unresolved medical issues, and future treatment of our veteran Marines.

Served as the Service Program Manager for the Individual Mobilization Augmentee (IMA) program dispersed across 85 Active Duty Commands/Agencies and around the globe from Europe back across the U.S. to Korea. Additionally, served on the Commandant's Inspector General Team as the Inspector/SME for the IMA Program and Reserve issues. As part of my regular duties and based on previous experience I analyzed existing IMA policy and made recommendations for changes where needed. After gaining approval, incorporated these changes into a comprehensive rewrite of the Marine Corps Order governing the IMA program clearing up longstanding command and control issues within the program alloying the units to exercise more control over their assigned IMA Marines. With technical assistance from HQMC developed/fielded the IMA SHAREPOINT PORTAL leveraging Information Technology reducing span of control issues experienced in the global nature of the IMA program. This included an online training package allowing newly appointed IMA Operational Sponsors an opportunity to learn what to do in their new billets before the annual OpSponsor's Conference. Concurrently, served as the IMA Functional Review Board SME for the reserve IMA manpower system of record, Requirements, Transition, and Manpower Management System (RTAMMS). This system of record provided real time manpower data on the IMA program ensuring Recruiting Command had the most accurate information possible to meet its mission in support of the IMA Program.

Consistently provided accurate and timely policy guidance/interpretation on personnel and administration issues to the Chief of Staff and the Commanding General. Responsible for researching and responding to Congressional Correspondence and compiling the timely responses to FOIA requests on behalf of the Division Commander. Oversaw the Div's Defense Travel System (DTS) implementation plan at all 128 units at 108 sites across the Continental United States, as well as Alaska and Hawaii, in coordination with HHQ. Held the DTS Approving Official (AO) role for the Div HQ. I oversaw the establishment of the Div DTS User Helpdesk. Provided oversight of and recommendations for management of the Div Government Travel Charge Card (GTCC) program as the Div Agency Program Coordinator (APC) and oversaw its entry into compliance with DoD delinquency levels for the first time since adoption of the CitiGroup Contract for the GTCC. As the Div Security Manager I completed the DONCAF/NCIS Security Manager's Course and ensured the entire Division, at all of its sites, maintained the required procedures and accountability of its classified materials and personnel. In conjunction with my HHQ Security Manager, enabled our deploying units to upgrade their Clearances, as required by their GF Commanders, for their assigned missions. Provided sound, timely guidance to the Div leadership with regards to Suspension of Access whenever there was a report of adverse material on a member with a Clearance. Provided oversight on execution of the $2.5 mil Div Military Funeral Honors budget during each of my 4 years as the G-1. Published the DivO on the Performance Evaluation System (PES) providing a consistent, concise and manageable performance review policy for the 40,000 Marines serving with the Div. As the G-1, and therefore the Div Records Manager, I was responsible for ensuring all 128 Div units complied with the requirements of the Privacy Act as required by law and Policy.

Camp Courtney, Okinawa, Japan

As the III MEF G-1 OpsO deployed to Thailand in support of Combined Support Force (CSF) 536, a III MEF led Combined Task Force, for Operation Unified Assistance (OUA). Developed the CSF Joint Manning Document (JMD) and ensured timely and accurate sourcing for over 400 multi-national and joint augments to the CSF in the 72 hours leading up to our deployment off of Okinawa and throughout the first 10 days as the Operation evolved from rescue to recovery. Over a sustained period of 30 days maintained accountability of more than 19,000 personnel dispersed across the Area of Operations from Sri Lanka to Indonesia and southern Thailand. As the RLO, ensured the MEF maintained a healthy cadre' of trained reserve augments, 110, who were prepared to report within a 24-36 hour window and deploy into any theater the unit was assigned. These augments filled Table of Organization Line Numbers that are designated for expansion upon contingency. They were often called upon to deploy with the HQ during exercises that tested the unit's ability to operate under austere conditions, such as cold weather operations in the mountains of South Korea.
