    Operation Vestige door knocking project is part of the Victorian Government’s emergency response to the 2020 COVID pandemic. Vestige is/was sending Authorised Officers (AOs) accompanied by 2 Australian Defence Force (ADF) personnel to dwellings in metropolitan Melbourne to check that positive cases and close contacts remain in their homes. As part of a small team of analysts:• We mapped all relevant inputs and outputs from the Public Health Information System (PHESS) and associated systems to streamline the daily process of allocating visits and recording visit outcomes.• Devised an application using VBA (Excel) that was able to consistently generate daily lists based on new cases/contacts and visits already completed.• Reported daily on the 7 day-a-week operation to both the Premier and Police, for non-compliant visits; and• Greatly improved the efficacy of the program in a high-pressure environment under public scrutiny.

    The Australian Teacher Workforce Data (ATWD) is a COAG-funded project that aims to unite State and Territory teacher regulatory body databases with the Federal Government’s Initial Teacher Education database to provide a detailed national view of the life of the teaching profession. I worked on the ATWD project managing many stakeholders and moving parts to jump through jurisdictional legislation and privacy concerns.• Secured stakeholder buy-in through consideration of the sequence and timing of data. Stakeholders included all States and Territories, the Federal Government’s Department of Education and Australian Institute for Health and Welfare (given the project uses personal information) together with an Oversight Board of senior officials from various jurisdictions. • Undertook detailed work mapping individual databases.• Assisted in the design and managed modifications and the rollout of a survey to 500,000 teachers nationally. The survey was designed to provide missing pieces of information not held by States and Territories.

    The project involved defining the construction of a robust interactive working data model to reflect the cost impact of proposed changes to the Safe Patient Care (Nurse to Patient and Midwife to Patient Ratios) Act 2015 and the Victorian Public Service Enterprise Bargaining Agreement of May 2016. I was given an open brief for the review.• Formed a strategy which included reviewing raw data files submitted by hospitals as part of a statewide audit of existing staffing levels.• Ensured data presented accurate all nurse/midwife to patient ratios and that rosters were balanced at the hospital level. Made extensive use of Pivot tables and Excel formulae. • Liaised effectively and with minimal supervision with hospitals and the client, Workforce Innovation and Reform.• Completed and submitted the resulting model to client ahead of time and within budget. The model reflected a variety of scenarios around changed and more intense nursing and midwife ratios.• Oversaw a Junior Analyst.

After numerous VAGO reports criticised the inefficiency of this process, legislative amendments introduced a ‘show cause’ officer-led process that supplanted the Board’s operation. I was tasked with tracking the new process and collecting key reporting data for management. The new process had legislated timelines for each stage of the discipline process. • Consulted with the Legal Team, Management and Case Officers to gather business requirements. Built an initial simple model in Excel to capture most of the key metrics in the nascent phase of the process.• Constructed a relational database in Access that streamlined the capture of the process. This provided forms for Officer-level data input and tailored queries/reports for management.
