VICTORIAN DISABILITY WORKER COMMISSION (Department of Families, Fairness and Housing)Senior Data Analyst | March 2021 – May 2022The Victorian Disability Worker Commission (VDWC) was established in 2020 to regulate the workforce of the disability sector in Victoria. It has 2 parts: a complaints and investigations function and a worker registration function. • Detailed development of reports with the vendor of the CRM system.• Use of Power BI to link datasets and present data for a number of audiences including the Board.• Managed and commissioned team contributions for the inaugural Annual Report, including establishing the broad structure with senior management. • Performed all data analysis and presentation for the Annual Report.• Key partner in the development of the VDWC’s Measurement, Evaluation and Learning framework, which will drive evidence-based insights and decision making for the organisation.

Operation Vestige door knocking project is part of the Victorian Government’s emergency response to the 2020 COVID pandemic. Vestige is/was sending Authorised Officers (AOs) accompanied by 2 Australian Defence Force (ADF) personnel to dwellings in metropolitan Melbourne to check that positive cases and close contacts remain in their homes. As part of a small team of analysts:• We mapped all relevant inputs and outputs from the Public Health Information System (PHESS) and associated systems to streamline the daily process of allocating visits and recording visit outcomes.• Devised an application using VBA (Excel) that was able to consistently generate daily lists based on new cases/contacts and visits already completed.• Reported daily on the 7 day-a-week operation to both the Premier and Police, for non-compliant visits; and• Greatly improved the efficacy of the program in a high-pressure environment under public scrutiny.

The Australian Teacher Workforce Data (ATWD) is a COAG-funded project that aims to unite State and Territory teacher regulatory body databases with the Federal Government’s Initial Teacher Education database to provide a detailed national view of the life of the teaching profession. I worked on the ATWD project managing many stakeholders and moving parts to jump through jurisdictional legislation and privacy concerns.• Secured stakeholder buy-in through consideration of the sequence and timing of data. Stakeholders included all States and Territories, the Federal Government’s Department of Education and Australian Institute for Health and Welfare (given the project uses personal information) together with an Oversight Board of senior officials from various jurisdictions. • Undertook detailed work mapping individual databases.• Assisted in the design and managed modifications and the rollout of a survey to 500,000 teachers nationally. The survey was designed to provide missing pieces of information not held by States and Territories.

The project involved defining the construction of a robust interactive working data model to reflect the cost impact of proposed changes to the Safe Patient Care (Nurse to Patient and Midwife to Patient Ratios) Act 2015 and the Victorian Public Service Enterprise Bargaining Agreement of May 2016. I was given an open brief for the review.• Formed a strategy which included reviewing raw data files submitted by hospitals as part of a statewide audit of existing staffing levels.• Ensured data presented accurate all nurse/midwife to patient ratios and that rosters were balanced at the hospital level. Made extensive use of Pivot tables and Excel formulae. • Liaised effectively and with minimal supervision with hospitals and the client, Workforce Innovation and Reform.• Completed and submitted the resulting model to client ahead of time and within budget. The model reflected a variety of scenarios around changed and more intense nursing and midwife ratios.• Oversaw a Junior Analyst.

I worked on the Transformation Office’s out-of-home care priority research area at a critical time in the production of the OOHC System Architecture Reform project. The project was broad-ranging and covered service delivery, broad sector reform, Aboriginal children in OOHC, transition from OOHC, workforce and training, and accountability and funding.• Led first-time analysis of the OOHC tracking survey, with a focus on Aboriginal children and young people in care.• Undertook a comprehensive overview of the Department’s Child Protection database, Client Relationship Information System (CRIS), including a longitudinal review of the child’s demographic characteristics and movement through the system from notification (initial report) to investigation and substantiation.• Contributed key data inputs into the evidence paper that supported the entire redesign project.

I was engaged to investigate duplication of services across campuses and was tasked to build an organisational-level understanding of Academic Services Staff in seven separate schools within the College across three campuses. • Prepared a graphical representation of staff structures produced in preparation for the rollout of a new CRM for the University and College.• Used Tableau to analyse the location of services at a campus level using student program data.

The Branch coordinated the presentation of new spending on projects and programs across the portfolio. I supported the Department’s budget process by developing and improving the quality of budget submissions.• Validated budget data.• Liaised with program areas, finance and other departments to ensure timely and accurate submission of information relating to budget proposals.

The Discipline Unit replaced the Building Practitioners Board (a quasi-judicial body), which could cancel/suspend practitioner registrations and/or impose fines for breaches of the Building Act or Regulations. After numerous VAGO reports criticised the inefficiency of this process, legislative amendments introduced a ‘show cause’ officer-led process that supplanted the Board’s operation. I was tasked with tracking the new process and collecting key reporting data for management. The new process had legislated timelines for each stage of the discipline process. • Consulted with the Legal Team, Management and Case Officers to gather business requirements. Built an initial simple model in Excel to capture most of the key metrics in the nascent phase of the process.• Constructed a relational database in Access that streamlined the capture of the process. This provided forms for Officer-level data input and tailored queries/reports for management.

• This Unit provides specialist economics input to a range of policy advisory and development projects. • Operates as an in-house consulting capacity to assist various groups in analysing and solving policy problems that have strategic significance to the whole portoflio of the Department. • Produced a detailed Project Charter for ‘Determining Reasonable Access Measures for Victorian Students’. This project charter was approved and the unit record (database) of all Victorian primary and secondary students successfully analyzed to determine reasonable access metrics (time and distance) and where the agreed metrics produced were under pressure. This project was sponsored by the Regional Services Group and was presented at Deputy Secretary level.• School mapping using the business intelligence software Tableau.• Project support for the ‘Raising Aspiration of Rural Students’ Project, including survey format and platform research.• Ad hoc briefing work and coordination of the Interdepartmental Economics Committee (IDC) to apply contemporary economic thinking to policy options/proposals.

- This unit is responsible for the timely delivery of asset and financial information for the $15.4 Billion School asset portfolio to the Department and Ministers. Data cubes are Oracle derived.- Responsible for Ministerial reporting on school capital programs including historical and planned spend.- Lead the update of Heritage Assets in the Department’s Asset Management System, Atrium.- Subject matter expert for the roll out of the Department’s Electronic Document and Management System, built around the web-based Microsoft SharePoint application.-Ensure delivery of timely, accurate and high quality data products and reports.- Support staff in the use of data and reporting systems.

The reform was a COAG-funded project to research a national, dynamic charging mechanism for heavy vehicle use of the road system using telematics. I led research and analysis activities to provide other Senior Policy Advisors with financial analysis and modelling to support the Heavy Vehicle Charging and Investment Reform goals and objectives.• Undertook a comprehensive cost/benefit and economic impact analysis across all work streams to underpin reform proposal. Guided cost/benefit analysis for the various reform options.• Researched providers that held Computational General Equilibrium (CGE) models nationally and managed specification and competitive tender process to appoint the services.

• Collated and analysed data on key educational market indicators in relation to monitoring tertiary enrolments, commencements, export value and international student visas;• Improved analytical reporting and modeling capabilities including the development of forecasting models on international education markets for strategic planning purposes;• Mentored and managed the work programs of staff, including the training of a junior analyst;• Accountable for timely monitoring and assessment of information communicated to Directors and other Senior management;• Identified and developed key areas of policy research on international education markets;• Prepared strategic reports and Ministerial briefs on educational issues and reform.• Successfully delivered and embedded new reporting processes increasing the speed and accuracy in the production of key monthly data reports;• Developed surveys to assess agent experiences and garner strategic insights into Victorian marketing and education initiatives;• Managed the research and data requirements for the development of strategic business planning processes of the Victorian Government Business Offices; and• Developed key policy strategic documents including the Department’s follow up to Victoria: Leader in Learning strategy, the International Education Strategy for Victoria 2013-2018.
