Heading up a newly established project and programme team and overseeing the delivery of the portfolio of projects and programmes within the Growth Highways and Infrastructure Department. This includes key corporate programmes on climate emergency/Net Zero, biodiversity and transport. I also head up, as SRO, the Council’s involvement in Sizewell C and other Nationally Significant Infrastructure Projects (NSIPs).

Following five years as Programme Director for Sizewell C, leading Suffolk County Council through the DCO examination, my Programme Director role has been expanded to oversee Suffolk County Council’s responses to all (12 to 14) current and expected NSIPs in Suffolk, heading up the Council’s NSIP function. The NSIPs include the Sizewell C nuclear power station, the UK’s largest proposed solar farm, National Grid onshore network reinforcements, sub-sea grid inter-connectors landing in Suffolk, several offshore wind farms and up to two highway schemes.

Suffolk County Council’s lead officer for the Sizewell C nuclear power station application, during pre-application consultations, DCO application and examination. This included acting as Suffolk County Council’s lead negotiator and interface with the developer; coordination of 1,000s of pages of submissions to the examining authority; being the interface with our political leadership and securing political approval; orchestrating a team of 35+ officers and lead client role for barrister; team of solicitors and expert consultants; securing an appropriate substantial Planning Performance Agreement with the developer and managing the budget; masterminding a strategy of maximising benefits for Suffolk; and securing a >£180m package of mitigation and numerous improvements to the proposals from the developer. Sizewell C DCO application will have been the largest, most complex and most information-rich NSIP application the UK has seen, and if approved, Sizewell C would become one of the largest building sites in Europe.
