- Contributes to the training and development of members of the PTA by researching, developing, coordinating, conducting and reviewing relevant training courses.- Ensures that all essential training materials and training content, particularly for qualifications and units of competency is sufficient and that course objectives are met by developing structured curricula documentation.- Delivers training to new and existing Network Control Officers / Supervisors using good practise learning methods and according to the principles of adult learning.- Liaises with the PTA Registered Training Organisation (RTO) and Quality and Compliance team as necessary to ensure training and assessment meets requirements.- Accurate maintenance and validation of necessary course administration material including submission to the PTA RTO and Quality and Compliance team of competency assessment records, attendance records, course timetables, course session plans, course trainer notes, assessment tasks, benchmark answers and resources for all accredited training programs.- Ensures the observance of appropriate safety, health, welfare, security and good housekeeping standards.- Complies with the requirements and regulations of the appropriate transport legislation.- Ensures training programs are conducted in accordance with course requirements. - Contributes to the development of policies, procedures and practices relating to learning and development across the PTA.- Maintains a comprehensive knowledge of relevant learning and development issues, trends and methodologies.- Maintains vocational currency and industry knowledge through attendance at relevant workshops, professional development and on the job training.- Reports as required on activity levels, outcomes and resource use in relation to learning and development programs.- Provides training to other areas within level of expertise.- Represents the PTA at relevant training committees, forums and panels as required.

Core duties and responsibilities:- Operates the centralised train control panel.- Controls, directs and monitors the safe and efficient movement of Transperth Train Operation’s (TTO) trains and other third party trains, utilising the urban rail network. - Ensures that services operate within the PTA’s Safeworking Rules and Procedures, and Working Timetables. - Complies with the requirements of the Train Management Guidelines.- Directs and monitors the movements of civil engineering and electrical/mechanical track machines, on track workers, and length runners.- Monitors train running performance and ensures that the Depot Manager/Depot Master are advised of any action required to comply with industrial awards and agreements.- Liaises directly with Drivers and Depot Masters in order to facilitate relief driver arrangements, railcar change outs, and the running of special services.- In the event of a major service disruption, initiates procedures with a view to restoring services to normal, notifies emergency services as circumstances dictates and determines the need to inform senior staff and major customers of disruptions and subsequent actions taken.- Reports to Senior Officers details of derailments, failures, accidents and delays to suburban services and liaises with the Electrical Control Officers with respect to the isolation of power supplies.- Provides relevant information to Civil Engineering, Communications, other staff and contractors as required.- Provides reports on all incidents and faults on the urban rail system and updates RAMS as necessary. - Monitors and updates the Vizirail system to ensure on time running information is entered, edited and kept up to date.- In the absence of the Suburban Operations Coordinator, ensures an appropriate response to unplanned events. - Initiates Roster Changes after hours- Constructs and issues Special Train Notices as required.

In this role it is my responsibility to:- Work primarily unsupervised, perform main train control duties- Issue and record network ‘proceed’ and ‘work’ authorities- Maintain yard limit occupancy information- Ensure strict compliance with network rules, standards and procedures.- Implement master network train, track maintenance and track capital project plans in accordance with agreed plans and defined access priorities.- Develop alternative train, track maintenance and track capital project plans where delays affect network operations.- Manage day to day unplanned access requests.- Maintain data base and/or written records of network access operations performance.- Provide initial response and management of network irregularities, incidents or emergencies.- Manage train crew, train crew transportation, Rolling stock, and freight service plans after hours.- Assist in the change or development of existing, or new, train control systems including rostering.- Perform train control support desk role when rostered or required.- Perform other duties applicable to the position holder’s qualifications and experience as required.

In this role it is my responsibility to:- Manage the scheduling planning horizons, delivery and execution of the daily train plan on track operations across the network.- Ensure safe separation of rail traffic and the protection of 'on track' personnel using Electronic Train Order systems.- Monitor the performance of the railway against the agreed daily targets as well as identifying opportunities to improve operational efficiency.- Liaise with operations personnel for maintenance and repairs of rollingstock.- Liaise with demand chain, processing and port staff to ensure clarity of control of train loadout and dumper facilities.- Liaise with customers, rail operations, wayside maintenance and demand chain team to ensure that planned infrastructure activities occur in the agreed timeframe with no impact on the daily train plan.- Actively provide guidance and direction to stakeholders regarding the planning of proposed future work and maintenance schedules to ensure maximisation of resources with no impact on daily train plan.- Input data, initiate incident reports, maintain data and reports as required and in a timely fashion.- Initiate and coordinate responses in accordance to policies, procedures and standards to rail incidents.- Initiate call outs of relevant personnel as required operationally or as directed.- Oversee the use of the radio communication system, ensuring compliance to radio protocols.- Submit fault reports on the Train Control System, radio network and all other electronic reporting/recording track systems.- Identify, action, notify and report all environmental incidents and hazards promptly and in accordance with standards and associated procedures.

In this role it is my responsibility to:- manage rail traffic paths to ensure safe and efficient transit of Rail Traffic (trains/on-track vehicles and machines) within the Network. - exhibit a high level of skill in planning and managing train and on trackvehicle movements within a complex and dynamic operationalenvironment- manage work groups and Infrastructure Personnel in a safe, timely and cost-effective manner. Qualified in issuing Track Occupancies to facilitate the safety of these work groups. - deliver and coordinate information with rail operators regarding their rollingstock and any above-rail or below-rail issues which may impact on performance. - show a high level of customer/client relationship building skills.- display high oral, written and interpersonal communication skills.- be able to work safely and facilitate Rail Traffic movements and authorise Occupancies in a number of Safeworking Systems which include Remote Controlled Signalling, Direct Traffic Control and Staff and Ticket.- Establish and maintain positive relationships with fellow staff, stakeholders, infrastructure personnel and rail traffic crews. - provide up-to-date recording and reporting of information and incidents which impact on the rail corridor.
