As a Program Manager and Senior Systems Engineer, I have been involved with aviation and ground programs throughout my career. I am notable in co-founding multiple aviation projects within SAIC/Leidos. I have supported and lead the capture and execution of current and emerging airborne ISR programs. I have solicited, secured, and nurtured diverse teams of subcontractors and personnel in support of full life cycle programs. Sunrise to Sunset. I have more than three decades of experience with complex aviation, scientific military and commercial systems. I have considerable technical expertise and knowledge with the manned and unmanned Airborne ISR platforms, systems, and sensors. A few examples are EO/IR sensors; hyper spectral imagery; full motion video; signals intelligence; wide area surveillance; LIDAR; and radar (GMTI. DMTI, FOPEN, GPEN); aircraft integration and test, and flight operations and support. I have demonstrated on many occasions the ability to market and effectively convey program strategies to senior executives in the operational intelligence, special operations, and intelligence analysis community. I am able to effectively convey program strategies. I have demonstrated and documented good oral and written communication skills. I have authored and co-authored whitepapers, opinions, briefings and programmatic/technical summaries. I have interfaced with the United States, United Kingdom, Brazilian, Australian, Egyptian, Norwegian, Greek and Scandinavian Embassies during the course of my work efforts. I have met with the Offices of Defense Cooperation and the US International Technology Center: Atlantic Staff. I have also coordinated multi-office and joint meetings between Army, Air Force and UK MoD defense corporations. I have supported various systems throughout the United States, Europe, Africa, South America, Pan America the Middle and Far East. I co-served as the Program/Project Manager and Sr. Engineer on the Night Eagle, HighLighter, Desert Owl and Radiant Falcon Programs. These programs, assigned to Task Force ODIN, are sponsored by the Army Night Vision Lab, Rapid Equipping Force, Air Force Research Labs and the Army Corp of Engineers under the guidance of the Joint IED Defeat Organization (JIEDDO). Some of these programs were tenant activities co-located with Task Force ODIN. I was instrumental in the support of several other DARPA programs such as POSSE, HURT, VIVID, and Guardian Angel.Senior Manager and Engineer for the SKYBUS series of unmanned airship programs located at the SAIC offices in Loring, Maine. The SKYBUS system has capabilities too 500 lbs at altitudes up to 20K-ft and durations of more than 24 hours. I routinely performed Technical & Contract efforts. I reviewed contract and task requirements and developed strategies for successful planning and execution. I also prepared and reviewed program plans and timelines for delivery orders. Assess technical cost, costs, and schedule performance. I coordinated sub-contract administration activities, provided guidance for project and delivery orders, established and maintained key client, intergroup, and subcontractor relationships. I operated within customer guidance, contractual limitations, company business and policy directives. I also provided remote sensing systems engineering expertise to multiple programs within the division.
