Along with normal project management duties I facilitated the mapping common VA terms from within the entire national VistA database to a Standards Data Organization terms e.g. local VA medications to the RxNorm code and name. There were ~32 data 'domains' that required analysis to determine if mapping was possible and to document that analysis for all data 'domains' and produce and update as needed map sets for data 'domains' that were determined to be mappable. This mapping process facilitated standardized data exchange with Department of Defense medical treatment facilities, either to continue care of recently discharged members or to support ‘dual consumers’ who may receive treatment at both VA and DoD facilities. I provided expert VistA knowledge about the interrelationships of VistA data to the analysis process and provided insight to team members of VA’s business processes.

Used project management skills and knowledge for VA ICD-10 effort, responsible for representing the business users interests in the Veterans Health Administration related to the changes in 38 VistA modules to support the Center for Medicare and Medicaid Services mandated implementation of the ICD-10 code set. In the early stages of the program I represented VHA to the entire ICD-10 program until such time as a VA government person was assigned by VHA. Provided both technical and business expertise about VistA and CPRS to the VHA program manager. Provided program management expertise to the Office of Information Technology junior program manager assigned to the program related to the scope and complexity of the program. Provided regularly updated presentations regarding ICD-10 to the Under Secretary of Health and the Assistant Secretary for Office of Information and Technology and other interested leadership parties.

As Director of Health Provider Systems, I was tasked with overall responsibility for all activities related to development and sustainment and for ALL Clinical applications contained in the VA's VistA Hospital Information System. Examples of the applications supported by my office included Inpatient Pharmacy, Outpatient Pharmacy, Clinical Laboratory, Imaging, Radiology, Blood Bank, CPRS and others. Duties included monitoring, reporting and budgeting and supervision of 8 program managers. I developed and presented written and oral reports and communications. The audience for such briefings and reports included the Secretary, Under Secretaries, Congressional oversight bodies, Office of Management and Budget, Government Accountability Office, Congressional staffers and my senior management for all products within my portfolio.Major initiatives included the successful release of the re-engineered FDA cleared Blood Bank application, launched re-engineering of the Clinical Laboratory system and all Pharmacy applications, 4 releases of CPRS, successful efforts for the sharing of Images with DoD. Annual budget in FY 2009 was over $100 million.I was also sought out by many within the Office of Information and Technology for overall knowledge of VistA as a consultant and subject matter expert.

Progressive IT strategic leadership experience:• 10 years as manager of the 14-member team which provided tier 2 national support for two thirds of the clinical packages deployed in the VistA suite of products, some of which were Radiology, Imaging, CPRS, Clinical Reminders, Clinical Laboratory, Clinical Alerts, Progress Notes, Discharge Summary and many more.• Senior Project Manager for the entire CPRS suite of products.• Acting Program Manager for Health Date Repository.Acting Program Manager for Health IT Sharing (HITS) and other DoD Sharing initiatives.• Served 8 years on planning committee for CAMP CPRS, later to become VeHU. A conference that eventually grew to over 1200 participants to provide education and hands on experience to field based staff and management related to VistA.

Senior developer for Composite Health Care System (CHCS) Pharmacy applications. These included all outpatient and inpatient functionality initially released as part of CHCS. Also provided instruction and support to other technical staff at SAIC on all modules being developed for CHCS.

Worked on a team of 8 responsible for the initial roll out of the VA's Decentralized Hospital Computer Program (DHCP) to 34 VA Medical Centers west of the Mississippi to the west coast. DHCP was the VA's initial effort to computerize health care for the nations Veterans in all 156 VA Medical Centers. I provided not only support of DHCP, but for hardware, operating system, system utilities and operations manual for Non IT professionals that were tasked by their independent management to manage and operate this 'turnkey' computer system developed internally by the VA.
