About Michael Wilks
I lead Jacobs’ offshore wind strategy (OSW) for the North American market and have broad experience across all facets of the OSW market, from lease and PPA auctions, through permitting, port development and interconnection. I have been involved in OSW projects across three continents – North America, Europe, Australasia - bringing a global perspective from both emerging and established markets. I have been engaged on OSW projects on all coasts of the US, from the Carolinas to New England, the Gulf of Mexico and California. I have a broad understanding of market dynamics and client needs, having advised multiple OSW developers, Original Equipment Manufacturers (OEMs), as well as Government entities, on a range of tasks.As well as being an accomplished Project Manager and Principal Consultant, comfortable leading multi-disciplinary teams, I have a leadership role in Jacobs’ Energy and Power business unit in driving forward growth in the OSW market, through identifying clients, collaborating on solutions and building the relevant capabilities within the company to support emerging trends. Prior to relocating to the US, I was a leading practitioner in infrastructure planning in the UK, responsible for regulating the development of North Sea offshore wind farms, terrestrial power stations and transmission lines. I also promoted complex highway schemes as the permitting, stakeholder engagement and land acquisition (eminent domain) lead. I was directly responsible for securing planning/environmental consents from the UK Department for Transport for two complex $200m opening highway bridges (bisecting ports and oversailing railway infrastructure) through a public inquiry process, charged with significant public interest. I led the projects' land acquisition program and negotiated complex compensation settlements with land/business owners to mitigate program and cost risk; I managed the input of a large team of external multidisciplinary consultants, lawyers and property advisors to ensure deliverables I organized the production of, and critiqued and reviewed hundreds of technical documents, including plans, engineering drawings, funding proposals, draft legislation, environmental statements and consultation reports in advance of public and regulatory scrutiny; I provided expert written and oral evidence through public hearings to government-appointed InspectorsI ensured permit constraints and other obligations were properly collated and reflected in procurement and construction contract documentation to maintain consent compliance.
Planning Projects Manager
I was responsible for leading SCC’s regulatory input into multiple major infrastructure schemes, including offshore windfarms, gas and nuclear power stations, with related high voltage underground and overhead power lines. My role was to negotiate with project promoters over their proposals to both mitigate their impacts on, and bring the greatest benefits to, Suffolk. I worked alongside multiple large scale developers promoting complex and controversial projects, mediating between political and public remonstrations and established standards of acceptability;I critiqued application documentation against national and local planning policy and regulation, seeking revised assessments or enhanced mitigation, as required;I managed an internal team of multidisciplinary experts, and procured evidence and analysis where this was required to demonstrate the need for project change;I successfully secured for Suffolk community and environmental benefits;I produced persuasive, technical reports and evidence to both elected officials and government-appointed Inspectors; andI oversaw compliance with permitted consents.Ultimately, I was promoted from this role as I sought to move from a regulatory to developer position.
