More than twenty years experience in Product Support Management (PSM), Fleet Support, and Logistics. Stakeholder and milestone decision maker in all phases of DoD 5000. My career progression in Logistics through the ranks starting as a Navy AT, RF Test Engineer, Logistics Engineer, Logistics Manager, and Fleet Logistics Manager. My current role as (USN) MIDS Program Office PSM for the USAF Fleet fielding of MIDS-JTRS tactical Data Links. Implementing and integrating the 12 Product Support Elements across the enterprise includes managing staff, budget, tasking, and resources to meet DOD and NSA Crypto-Mandate goals for Jan 2022. My previous experiences provide me with a broad spectrum of strategic and tactical knowledge of airborne, shipboard, and ground systems including, TDL, ISR, AEW, and EW weapons systems aboard various mil-spec’d platforms. The experience I bring to the table comes development and fielding of high visibility military systems aboard the EA-6B/EF-111A (ALQ-99/HARM), E-2D (APY-9/ARC-210/PDS), C-2A (NAV/Radios), B-1B (ALQ-161), RQ-4B (SIGINT/ASQ-230/Ground Station S/W), and RC-12X (SIGINT). Two significant career highlights are creating the “standard” in the fielding of the US Army’s RC-12X Guardrail SIGINT system in 2011, and the US Air Force’s James G. Roche awards for the RQ-4B (Block 30) Sustainment Excellence in 2013 and 2014.

• My skills, knowledge and abilities are Program Management ILS (Plans, Programs, Financials, Contracts, Logistics, Software), in aircraft AEW, ISR with a strong focus on the maintenance engineering environment. I lead my team of Integrated Logistics professionals with more than 20 years experience with DT&E, OT&E, IOC, and sustainment of deployed aircraft, ground support equipment and field engineering staff. With 27 direct reports, I have managed development and deployment of two new AISR systems. The systems are the US Army’s “Guardrail” RC-12X, and the US Air Force’s “Global Hawk” RQ-4B. I managed approximately $8 Million a year in business for the Global Hawk program and my duties were to produce and field, parts, materials and data necessary to sustain the systems operational availability of 90% through its lifecycle. I also sought out opportunities on these platforms, proposing and winning an additional $27 Million in revenue. I chaired the Configuration Management Board for the systems. We received two consecutive wins of the Air Force’s highest honor for Logistics Engineering, the “Dr. James G. Roche Sustainment Excellence Award” for the Global Hawk RQ-4B platform during my tenure. During this period, I achieved DAWIA Acquisition Logistics Certification 1, US Army Technical Trainer Certification, Program Management (PM) Certification, Control Account Manager (CAM) Certification, System Engineering Integration and Test (SEIT) Certification, and Earned Value Management (EVMS) Certifications from Northrop Grumman.
