Develops and… Show more Duties: Supervised nine direct reports and integrates staff of 190+ military and civilian personnel managing a $390+ million annual portfolio of basic, applied and advanced research for the DoD’s Joint Chemical & Biological Defense Science and Technology Program. Coordinates associated strategy, policy, doctrine, programmatic, budgetary, and human resource matters with counterparts in the OSD and Joint Staffs, military departments, interagency and international partners. Develops and implements communication strategy to inform Congressional oversight committees on the DoD program. Plans and executes Advanced Concept Technology Demonstrations and User Assessments to transition critical technologies to the warfighter as an interim operational capability.- First line supervisor for nine engineers and scientists in the development and execution of a $10M warfighter concepts, assessment, and demonstration portfolio IAW fiscal and program policy and directives. - Negotiated and resolved impasse with $50+M statement of work with DoD laboratory; cost models agreed and prevented general officer engagement.- Successfully led two Chem-Bio Department annual and future year’s budget submissions (FY21-25 and FY22-26 POM). Met FY19 and 20 OSD budget goals.- Supervised the execution of three CBRN equipment user assessments designed to speed technology development; 90+ CBRN technologies results informed the Analysis of Alternatives process for combat developers, Joint Staff Requirements Office, and interagency partners.- Performed administrative activities to include: hiring, performance appraisals, awards, time and attendance, discipline, position description updates, and professional development road mapping; ran 4 hiring panels in 6 months, hired 2 individuals.- Developed, updated and published annually, department S&T Plan; codifies projects, investments, and intent for S&T research and development for the 5, 10 and 15+ year horizons.
