Michael Schaaf grew Community Investment Associates from a start-up to a national entity. Previously, he was Director of Lending at the Massachusetts Land Bank, a $40 million quasi-public real estate lender; a Loan Officer at the National Cooperative Bank; and Program Director and Co-Founder of Coastal Enterprises, Inc. From CEI’s modest early offices serving three Maine counties, the organization has grown to an $835 million national CDFI. Mr. Schaaf’s experience includes planning and successfully carrying out CDFI certifications, CDFI Fund Financial Assistance applications, New Markets Tax Credit applications, CDFI assessments, business and financial plans, capitalization plans, market analyses, strategic plans, loan underwriting, loan workouts, impact analyses, and applications for a wide range of state and federal programs. The firm occasionally joins with other consulting firms to carry out projects. As Principal of Community Investment Associates, Mr. Schaaf guides the firm in client selection, operations, and finances.

The Land Bank, a misnomer, is a quasi-public development finance entity dedicated to the redevelopment of blighted real estate properties. The Land Bank financed multi-family residential, industrial/ business parks, and commerical properties in distressed areas of Massachusetts, usually in concert with conventional financing. As Director, I supervised a staff of 4 loan officers and participated in the senior management team.

Originated and underwrote loans and facilitated TA for cooperatives.

Assisting in launching CEI, I was the Program Director for its agricultural development activities, and assisted in fisheries development.
