My core responsibilities in this role can be summarised within three inter-related groups:• Programme Management of the Savings Programme• Development and evolution of Agile / Scrum @ Scale ways of working and maturity as part of the cultural transformation• Leadership within the Project Manager and Operations Change Management functionI have day to day responsibility for Programme Managing the Savings programme; an ambitious transformation programme to modernise and enhance the Society’s back-office Savings platform (Your Account, Customer Portal) and build a new Colleague Portal using new technologies for UI/UX, Integration and Security. I collaborate with the Programme’s cross-functional leads and teams, including Quality Assurance, Business Analysis, IT Development, Scrum Masters, SMEs, IT Ops and Business Readiness, providing leadership, motivation and matrix management. I am responsible for appropriate Programme Management governance and controls. For example, I established financial controls and manage the Programme’s budget and spend profile reporting to Finance Committee. Similarly, I established and maintain the Programme’s Resource Profile, covering approximately 100-people, which identifies capacity and capability demands, along with the current profile and therefore is a useful tool for identifying gaps, bottlenecks, opportunities etc. I am also responsible for other standard governance and controls, such as risk & issue management, plans and reporting tools (e.g. Steering reports).

After managing projects within Principality’s regular Business Transformation & Change portfolio, I was assigned to the mobilisation of the organisation’s Hybrid Technology Programme (HTP). HTP is an ambitious vision-led programme of technology based change to simplify and modernise the IT estate, provide the agility to make incremental changes at greater pace, and provide the flexibility to integrate new propositions and technology in the future.As a Project Manager within HTP I was responsible for a number of different areas, including:• Development of Programme Plans and mobilisation approach plans, alongside consultant colleagues• Development and embedding of the Agile / Scrum delivery model • Project Management of the programme’s inaugural project (Colleague Bond) using the agile methodology• Co-ordination and management of the Stages of work within the Factory, including day-to-day ‘stage management’ activities along with facilitation of two-day Stage Planning events for each of the Stages, each comprising 60-70 colleagues from cross functional areas• Acting as Scrum Master for two scrum / sprint teams (Epic Design and Business Readiness)

Organisational Development was the transformational change portfolio responsible for delivering the Council’s Target Operating Model, designed to meet significant and complex organisational challenges, including an increasing population (forecast 26% increase by 2034) and shrinking budgets of £117m over three years.As Programme Manager and Operational Manager for the team, I was responsible for the Reshaping Services Programme, comprising four sub-programmes and around 20 projects delivering organisational change across the authority. With the nature of the role, it was essential that I successfully managed complex stakeholder relationships, including Programme SROs (Director level), Project Executives and Council’s Cabinet Members.Sub-programmes I managed within Reshaping Services were:• Customer Focus and Enabling Technology Programme• Social Services Improvement Programme• Vulnerable Children & Families Programme• Neighbourhood Services Programme (until March 2016)• Disability Futures Programme (from April 2016)As Operational Manager for the team, I managed a cross functional team of Project Managers, Business Analysts and PMO / Project Support Officers, including line management of those within the team and matrix management of programme and project colleagues outside of my direct line management.Additionally, for six months I project managed the establishment of Cardiff Council as the ‘Accountable Body’ for the Cardiff Capital Region City Deal, a major regional initiative that will invest £1.229-billion across the south-Wales region over ten years. I reported on this project directly to the Chief Executive of Cardiff Council, and prepared presentations, reports and financial investment appraisals for meetings held between the Chief Executives and Leaders of the ten regional local authorities.
