Collaborated with CDRH Business, White House Entrepreneurs in Residence, FDA Chief Architect and Chief Information Security Officer to implementing the CDRH Innovation Pathways 2.0• Implemented Profiles Research Network Software to help connect CDRH review community with the academic community to foster Biomedical Innovation.• Evaluated, tested, and worked through the Authority to Operator (ATO) for FDA’s first Infrastructure as s Service (IaaS) platform Amazon Web Services.• Led a team developing the FDA’s strategic approach to next generation operating system environment leveraging virtual desktops, application virtualization and tablet computing.• Evaluating new mobile technologies for use at FDA ensuring that they are compliant with government mandates (HSPD-12 and FIPS 140-2). • Served as the Agency Representative on the HHS Chief Technology Officer (CTO) Council, collaborating with other Department CTOs on developing the Department level guidance for the implementation of HSPD-12, HHS Cloud Computing Working Group, HHS Cloud Email, and Data Center Consolidation.• Collaborating with researchers at Harvard, Stanford and MIT on innovate ways to explore FDA’s vast data.• Presented Safety and Quality, Mobility and Big Data at Bio-IT World Conference in Boston• Represented FDA at ITdotHealth II Conference at Harvard Medical School• Participated on a Medical Mobility Executive Panel for American Council for Technology and Industry Advisory Council (ACT-IAC)

Retired 12/31/2011 as a Captain in the USPHS.Responsible for establishing agency-wide IT strategy and standards and ensuring adherence of these strategies and standards through the oversight of systems development ($118 million), IT architecture ($12 million), and enterprise infrastructure services ($290 million); capital planning and investment management; establishment of IT governance policies and processes ($5 million); and oversight of FDA security and privacy programs ($25 million), resulting in a budget of $450 Million, 470 Government Employees and over 1000 contract staff within the OIM organization.Significant accomplishments include:• Advised FDA’s senior leadership on securely transforming and modernizing agency and line-of-business systems and infrastructure to better support the FDA’s core mission and business priorities.• Established the strategy and directed the migration of more than 200 mission-critical applications from the FDA’s 30-year-old legacy data center to two new state-of-the-art, highly reliable data centers. These innovative data centers provide the FDA with high-performance capabilities to accommodate growth and surpass all federal reporting metrics for Green, cloud computing, and consolidation initiatives while ensuring that the necessary security controls for information systems processing, storing, or transmitting federal information are met.• Initiated the adoption of virtualization solutions for data center operations, implementation of IT connectivity at new global offices and establishment of the agency’s first Technical Reference Architecture.• Developed the high-level Scientific Computing Architecture using the existing ICT21 Computing documentation, including the necessary security controls of Scientific Computing Enclaves.• Worked with the CISO in developing hacking demos to help educate the business community and software developers on the importance of building security into the early stages of HHS EPLC.
