Working for many years within the rail, light rail and bus industries I have amassed extensive experience in the interpretation and application of legislative standards, people management, auditing and accident/incident investigation (both leading and training) and producing/delivering a variety of rail and H&S training courses. In recent years I have applied this knowledge and experience, along with formal qualifications to the management of Health, Safety and Compliance. I’m qualified in NEBOSH (NGC1) and am currently mid-way through studying for the NEBOSH National Diploma, I hold an A1 Assessor, National training certificate and the 18001 auditing qualification. I have a strong background in staff management having led an Operations Standards management team as well as day to day management of front-line rail staff. This newly created post within the Operations Standards Department was introduced to develop a greater focus on Conductor Standards, and to bring all Conductor training in house – measurably raising the standard of training delivered and offering a significant cost saving to the business. Key Responsibilities*Produce, maintain and review safety critical standards both SMS and CMS in line with ROGS and *other applicable legislation.*Deliver training to all new Conductors entering the Business.*Undertake incident and accident investigation.*Assess, develop and maintain the competence of the front-line assessment team.*Ensure compliance with Company safety standards through auditing of train-crew depots, signing on points and the application of competence and safety management standards. *Produce Board level audit reports and issued corrective action requests as appropriate.*Plan, produce and carry out management training and briefing on an ad-hoc basis to respond to company requirements.*Project work, such as the introduction of GSM-R (railway communication system), new route risk assessments, station operational risk assessments, introduction of new rolling stock standards.*Achieving Company performance targets and industry objectives.Key Achievements*Took the lead in serious operational investigations and reporting, including a major ‘trap and drag’ incident at Newcastle. *Introduced and delivered new standards and training for Driver managers to enable them to safely work as Conductors focussing on PTI (Platform/Train interface) and dispatch during industrial action – this was commended as good practice by the independent verifier.*Achieved a consistently high level of training feedback from both front line management and trainees. *Introduced electronic assessment records (E-CMS) and trained the management team in its use*Created working standards and training for new rolling stock (Class 350 EMU’s) and the reintroduction of Class 156 DMU’s.
As the Company evolved this role was created to ensure a consistent standard was applied to the assessment of conductors across the whole business by having dedicated safety critical assessors. During this time a new Conductor depot was opened in Newcastle, I held responsibility for both the day to day staff management of Conductors based there alongside my duties as a Competence Manager for York and Scarborough.Key Responsibilities*To ensure all Conductors had the required knowledge to carry out their roles in a safety critical environment.*To certify Conductors had the necessary skills and ability to deliver great customer service every day.*Project work as required, for example, off-train safety briefing sessions, operational investigations, participating with internal and external audits.*Work as a dual role Competence Manager and On Board Service Manager for the Conductors based at NewcastleKey Achievements*Maintained and developed safety critical and customer service standards for over 100 conductors including new recruits traction training and route learning.*Took a leading role in the setup and opening of a new conductor depot at Newcastle, including recruiting new staff and complying with the legislative requirements for a train crew depot. *Creating and delivering a safety day on board a static train which included a controlled evacuation exercise – leading to a greater understanding of safety procedures among Conductors.
I joined this newly created franchise a few months after it started operations, based in York and tasked with managing the safety critical competence assessments, and day to day staff matters for Conductors. There was a great deal of managerial training to participate in, as many of the policies and procedures were being developed along the way which required a flexible approach.Key Responsibilities*To ensure all Conductors had the required knowledge to carry out their roles in a safety critical environment, including customer service and revenue protection.*Ensure all applicable Safety Management System manuals were implemented and adhered to.*Application of sickness management policy, recruitment and selection of new entrant Conductors, delay attribution, operational and disciplinary investigations.Key Achievements*Worked as part of a close knit team developing strategies to ensure we were compliant with our responsibilities detailed above.*Successfully planned and executed the traction training of over 100 Conductors prior to the introduction of a brand new fleet of diesel multiple unit trains.
This was my first safety critical role working a variety of different trains from my home base in Newcastle. My main responsibilities were the safety of customers and the safe operation of the train, this included door operation, dispatching the train and assisting vulnerable passengers boarding and alighting. Additionally, I was tasked with revenue collection and protection, offering good customer service to, and communicating effectively with, the travelling public at all levels.
